MEMBER Councilmember District 3 MINUTES OF DRAINAGE AND FLOODING COMMITTEE MARCH 7, 2011 The Drainage and Flooding Committee of the City of La Porte met on Monday, March 7, 2011, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 6:00 p.m. to consider the following items of business: 1. Call to Order Chairman Mosteit called the meeting to order at 6:07 p.m. Members of the Drainage and Flooding Committee present: Committee members Zemanek, Engelken and Alternate member Daryl Leonard. Absent: Vice Chairman Clausen Members of City Executive Staff and City Employees Present: City Manager's Office: Ron Bottoms and Traci Leach City Secretary's Office: Patrice Fogarty and Sharon Harris Planning: Tim Tietjens, Julian Garza and Brian Sterling 2. Consider approval of Minutes of the Drainage and Flooding Committee Meeting held on February 28, 2011 — P. Fogarty Committee member Zemanek moved to approve the minutes as presented. Committee member Engelken seconded. MOTION PASSED. Ayes: Chairman Mosteit, Committee members Zemanek, Engelken and Alternate member Leonard. Nays: None Absent: Vice Chairman Clausen 3. Receive Presentation of Proposed Partnership Project list to be submitted to Harris County Flood Control District and discuss process for selection of consultant for these projects — J. Garza Senior Engineer Julian Garza and Gary Struzick of Klotz and Associates provided Presentation of the Proposed Partnership Project list to be submitted to the Harris County Flood Control District and discussed the process for selection of consultant for the projects. Committee members directed staff to bring the Proposed Partnership Project list to the next City Council Meeting on March 28, 2011, and to move forward with staffs recommendations. 4. Set date for next Drainage and Flooding Committee Meeting There was no date set for the next Drainage and Flooding Committee Meeting. The Committee proposed to meet again in mid April. Executive Session — pursuant to provision of the Open Meeting Law, Chapter 551, Texas Government Code, Sections 551.071 through 551.076, 551.087 (consultation with attorney, deliberation regarding real property, deliberation regarding prospective gift or donation, personnel matters, deliberation regarding security devices, or excluding a witness during examination of another witness in an investigation, deliberation regarding economic development negotiations) 7. Considerations and possible action on items considered in executive session. There was no executive session. 8. Adjournment There being no further business, Committee member Engelken moved to adjourn the meeting. Staff evaluated Statement of Qualifications from Engineering Consultants with experience in the City and firms that submitted a Statement of Qualifications for On -call Engineering Services. Staff formed an evaluation committee consisting of Julian Garza, Jr., P.E., Senior Engineer, Rodney Slaton, P.E., City Engineer and David Mick, P.E., Director of Public Works and rated the Consulting Firms listed on the Consideration List by relevant experience, current capabilities, and responsiveness to the submittal. The evaluation committee selected the top three consulting firms and recommends distributing the work based on the consultants past experience with the City. The top respondents have also previously completed studies and analysis for drainage channels associated with these projects which would likely result in monetary savings to the city in proposal negotiation stage. Recommend requesting proposal for Preliminary Engineering Report from Klotz Associates and Proposal for Design Services from UA Engineering, Inc. Shady River Channel Improvements along A104- 00 -00, Taylor Bayou Watershed, and potential Mitigation Pond to mitigate flows estimated at $361,000. Recommend requesting proposal for Design Services from Civil Tech Engineering, Inc. PER for F101 -06 -00 Excavation of approximately 200 Acre -Feet of unutilized portions of Northwest Park to relieve headwater flow from B106- 00 -00, Big Island Slough or re- direct flow for a portion of F101 -06 -00 from East to West utilizing detention prior to release in B106 -00 -00 estimated at $4.5 million. Recommend requesting proposal for Preliminary Engineering Report from Klotz, Associates, Inc. PER for B112-00-00 Approximately 3000 feet of Channel Lining and Potential Mitigation Pond along B112 -00 -00 between Spencer Highway and Fairmont Parkway. Recommend requesting proposal for Preliminary Engineering report from Civil Tech Engineering, Inc. Once complete with B- 106 -06 they will mobilize to B -109, Third Street and Arizona. Design Projects Brookglen Detention Ponds — Contracts are circulating for signature. Sheetflow Relief Structures — Project bids will be received May 24, 2011. Oakhurst Outfall — TRDA Certification received, project bids will be received May 10, 2011. Sunrise and Broadway — Plans sent to POI-IA for review and approval. Battleview — All easements secured. East Main Street — City of Morgan's Point review of Impact Analysis approved.
