1. Call to Order - Chairman Martin called the meeting to order at 5:01 p.m.
2. Consent Agenda v8/ of Consent Agenda items authorizes each /o be implemented /n
accordance with staff recommendations provided. An item may be removed from the consent

3. Staff Reports
(a) Receive report from Harris County Flood Control District regarding current and future
plans relating to flooding in the City of La Porte. [Lorenzo Wingate, City Engineer]
Lorenzo Wingate, City Engineer, said the 2015 grant allocation of $325,000 for the Northside
Drainage Project (including item 5 On the project |iSt. Om to Madison) had had the notice to
proceed issued for it and that the Harris County 2017 allocation fVr$3.472,757.0O for the
same project vv8sooDfi[OOedandth8tvvO[kvvVU|dp[0C88diDph8Se5.
Jeremy R8tcliffand Milton Raman of the Harris County Flood Control District (HCFC0,
discussed projects listed. Specifically addressing the Brookglen area, Mr. Re[odf noted
HC|FCO had met with Pasadena and Dee[ Park to attempt to mame more residents together,
adding that allocations were still expected in Janumry202O. Mr. Wingate agreed tofollow up
with the City of Pasadena on the 100 acre feet of drainage owed to the City of Le Porte.
Member Earp asked that it be reported on at the next meeting. Member Enge|ken gmhmd that
it be determined who had been responsible tofollow Upwhen the agreement was made;
status on the current buyout program; and which properties are in the next funding cycle (to
be bought out).
Mr. RotdKfagreed toreview Little Cedar Bayou tosee what maintenance could bedone along
the waterway. Chair Martin asked for follow up on that.

Mr. Rahman, Flood Mitigation Director for HC Precinct 2 Commissioner Garcia, provided
background on the prior Sens Road project along Spencer Highway. Member Earp noted
flooding following the Sens Road development was still flowing into residents' yards and was
worse than previously and asked that detention be reviewed. Mr. Raman agreed to look at
the pond and report at the next meeting.
(b) Presentation, discussion, and possible action regarding the status of current drainage
projects. [Lorenzo Wingate, City Engineer]
Lorenzo Wingate, City Engineer, noted that TDEM has listed five of the City's eight projects
(Brookglen; Bayside Terrace; Lomax/F101-03-00; Little Cedar Bayou Park, F216 Phase II1; and
Battleground Estates) as "alternates" (as opposed to "primary" or to not being considered at all)
and funding possibilities will not be known for a time, as long as perhaps a year, as allocations
and re -allocations are made. Mr. Wingate agreed to find out if TDEM had ranked the "alternate"
projects and said the other projects on the list were under construction in some part. Member
Engelken asked that the spreadsheets henceforward include columns for percentage complete,
whether the projects were on or off track, and which department(s) were responsible for each.
(c) Presentation, discussion, and possible action regarding additional drainage concerns
and provide staff with direction. [Lorenzo Wingate, City Engineer]
Lorenzo Wingate, City Engineer, noted street flooding on Roseberry in even a very insignificant
rain event that recently occurred on July 22, categorizing it as "nuisance flooding" that dispersed
very quickly but worth review for alleviation, such as at Carlow at Roseberry. The Committee
consented to further evaluation of the Roseberry drainage system to determine any necessity
for potential improvements.
3. Set date for next Drainage and Flooding Committee Meeting
The next meeting date was set for September 9, at 5:00 p.m.
