HomeMy WebLinkAbout01-13-20 Drainage and Flooding Committee Meeting Minutes JAY MARTIN C O CHUCK ENGELKEN Chairman Member Cl m DANNY EARP STEVE GILLETT Vice-Chairman ` "4144—Si Alternate Member MINUTES OF THE DRAINAGE AND FLOODING COMMITTEE MEETING JANUARY 13, 2020 The Drainage and Flooding Committee of the City of La Porte met on Monday, January 13, 2020, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m. to consider the following items of business: Committee Members present: Jay Martin, Chuck Engelken, Danny Earp, (Alternate Gillett available if needed) Committee Members absent: None Council-appointed officers present: Corby Alexander, City Manager; Lee Woodward, City Secretary 1. CALL TO ORDER-Chairman Martin called the meeting to order at 5:00 p.m. 2. PUBLIC COMMENTS (Generally limited to five minutes per person, in accordance with state law, the time may be reduced if there is a high number of speakers or other considerations. 3. STATUTORY AGENDA (a) Presentation, discussion, and possible action to approve the minutes of the December 9, 2019 meeting. [Chairman Martin] Committee member Engelken moved to approve the minutes; the motion was adopted, 3-0. (b) Presentation, discussion, and possible action regarding the status of current drainage projects. [Lorenzo Wingate,Assistant Director of Public Works] Mr. Wingate said he had reached out to Harris County Precinct 2 concerning the use of additional funding they had as a match for Bayside Terrace, and that he is also working with Halff Associates as consultants. Chair Martin ascertained there should be a proposal by the February Committee meeting. Wingate shared that F-216, Phase III was in the same situation. Wingate noted that the executed contract between the City and Harris County,for a grant allocation of approximately $3.4 million(with no match required)in Harvey money,was received today for the Northside Drainage Improvement Project, adding that the City intends to pay for engineering services and the grant will be used for construction. He said that the County has selected a consultant for the F-101 project and plans to get approval to execute the consultant's contract at the next Harris County Commissioners Court meeting. Wingate noted the desilting of F-101 is complete. (c) Presentation, discussion, and possible action regarding the Texas Division of Emergency Management (TDEM) Hazard Mitigation Grant Program (HMGP) related to FEMA-DR-4466 (Tropical Storm Imelda). [Lorenzo Wingate,Assistant Director of Public Works] Mr. Wingate let the Committee know TDEM has opened applications for Tropical Storm Imelda grants and that he expected the same process of having to wait on any expenditures until the submissions had been awarded, unless the project was divided into phases. Wingate said there were no updates for Brookglen, and that Harris County Flood Control was waiting on timing for the release of grant funds and consideration by the Commissioners Court. January 13,2020-Drainage and Flooding Committee Minutes Wingate said the repetitive loss maps (properties with two or more claims in five years)were reviewed against the damage from Hurricane Harvey and that he believed the City was moving forward in addressing drainage issues. Ray Mayo, Director of Public Works, said in-house work was being concentrated on the east side of the airport and that he believed that about 50% of the work had been completed. 4. Set date for next Drainage and Flooding Committee Meeting -The next meeting date was set for February 10, 2020. 5. Committee Member Comments—There were no comments.
