HomeMy WebLinkAbout11-09-20 Drainage and Flooding Committee Meeting Minutes JAY MARTIN OF �,\ CHUCK ENGELKEN Chairman O Member DANNY EARP V A`RII STEVE GILLETT Vice-Chairman Alternate Member '4,4416001,t MINUTES OF THE DRAINAGE AND FLOODING COMMITTEE MEETING NOVEMBER 9, 2020 The Drainage and Flooding Committee of the City of La Porte met on Monday, November 9, 2020, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m. to consider the following items of business: Committee Members present: Jay Martin, Chuck Engelken, Danny Earp Committee Members attending remotely: None Committee Members absent: Steve Gillett Council-appointed officers present: Corby Alexander, City Manager; Lee Woodward. City Secretary 1. CALL TO ORDER - Chairman Martin called the meeting to order at 5:00 p.m. 2. CITIZEN COMMENT (Generally limited to five minutes per person, in accordance with state law, the time may be reduced if there is a high number of speakers or other considerations.) There were no citizen comments. 3. STATUTORY AGENDA (a) Presentation, discussion, and possible action to approve the October 12, 2020, meeting minutes. [Chairman Martin] Member Engelken moved to approve the minutes; Member Earp seconded the motion; the motion was adopted, 3-0. (b) Presentation of the preliminary engineering report for the Bayside Terrace Subdivision Drainage Improvement Project, including discussion and possible action. [Lorenzo Wingate, Assistant Director of Public Works] Long Nguyen and Andrew Moore of Halff Associates presented the preliminary engineering report. City Manager Alexander agreed to look into some funding options. Member Earp moved to recommend Option 2 with the contingency of the floodgate flap option; the motion was seconded by Member Engelken; the motion was adopted. 3-0. (c) Presentation, discussion, and possible action regarding the status of current drainage projects. [Lorenzo Wingate, Assistant Director of Public Works] Mr. Wingate said the airport project was in discussion with the consultant; the City would likely see F-216 at the December Council meeting; and Brookglen Flooding watershed study was still in progress and Harris County Flood Control District (HCFCD) had gotten feedback from the town hall, but nothing unusual. Member Engelken suggested the City oppose HCFCD's plan for additional detention in Brookglen. Member Engelken moved to recommend the Council discuss and consider a letter or resolution in opposition and have the City Manager reach out to HCFCD; Member Earp seconded the motion; the motion was adopted, 3-0. (d) Presentation, discussion, and possible action to provide staff with direction, if necessary regarding additional drainage concerns. [Lorenzo Wingate, Assistant Director of Public Works] Chair Martin asked that the median ditches at Bay Area Boulevard be cleared of trees and additional growth. Mr. Wingate confirmed he would communicate with Harris County Precinct 2, which is responsible for the area. 4. Set next meeting -The next meeting date was set for December 14, 2020. 5.
