HomeMy WebLinkAbout12-14-20 Drainage and Flooding Committee Meeting Minutes JAY MARTIN OF14 pO CHUCK ENGELKEN Chairman Member A, 'A4 DANNY EARP V �_ 111 STEVE GILLETT Vice-Chairman Alternate Member I- 10) MINUTES OF THE DRAINAGE AND FLOODING COMMITTEE MEETING DECEMBER 14, 2020 The Drainage and Flooding Committee of the City of La Porte met on Monday, December 14, 2020, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m. to consider the following items of business: Committee Members present: Jay Martin, Chuck Engelken, Danny Earp Committee Members attending remotely: None Committee Members absent: Steve Gillett Council-appointed officers present: Corby Alexander, City Manager; Lee Woodward, City Secretary 1. CALL TO ORDER - Chairman Martin called the meeting to order at 5:00 p.m. 2. CITIZEN COMMENT (Generally limited to five minutes per person, in accordance with state law, the time may be reduced if there is a high number of speakers or other considerations.) There were no citizen comments. 3. STATUTORY AGENDA (a) Presentation, discussion, and possible action to approve the November 9, 2020, meeting minutes. [Chairman Martin] Member Engelken moved to approve the minutes; Member Earp seconded the motion; the motion was adopted, 3-0. (b) Presentation, discussion, and possible action regarding an Interlocal agreement between the City of La Porte and the City of Pasadena related to land within the ETJ of the respective cities. [Lorenzo Wingate, Assistant Director of Public Works] Ray Mayo, Public Works Director, offered copies of the updated draft amendment to the inter local agreement to the City of Pasadena, including information on design, construction, covenant requirements for future sale of the property, and restitution, if needed. Chair Martin asked staff keep the pressure on and keep the Committee informed of Pasadena's response. (c) Presentation, discussion, and possible action regarding the Harris County Flood Control District's (HCFCD) and Harris County Precinct 2's current and future plans related to flooding in the city of La Porte. [Lorenzo Wingate, Assistant Director of Public Works] Mr. Mayo noted Mr. Black was not able to attend until the January meeting. Jeremy Ratliff of the Harris County Flood Control District (HCFCD) noted they had sent a report over a couple of days ago. Chair Martin said the Committee would resume consideration of this item at the January meeting. (d) Presentation, discussion, and possible action regarding the status of current drainage projects. [Lorenzo Wingate, Assistant Director of Public Works] December 14,2020-Drainage and Flooding Committee Minutes Mr. Mayo noted Precinct 2 had completed removing large growth trees in the median along Bay Area Boulevard in front of Morgan's Landing. He added that there was some street flooding in the area during the heaviest portions of yesterday's rain. Regarding Project 2, Bayside Terrace Drainage, Chair Martin reiterated a request for a feasibility memo on the flap valve. Mr. Mayo added that tonight's Council consent agenda had two drainage and flooding items. (e) Presentation, discussion, and possible action to provide staff with direction, if necessary regarding additional drainage concerns. [Lorenzo Wingate, Assistant Director of Public Works] There were no additional items. 4. Set next meeting - The next meeting date was set for January 11, 2021. 5. Committee Member Comments–Member Earp thanked the Committee and staff for working together on the issues faced and for their support. Member Engelken thanked Member Earp for his leadership. Chair Martin expressed his appreciation and noted Member Earp would be missed.
