MINUTES OF THE DRAINAGE AND FLOODING COMMITTEE MEETING
April 12, 2021
The Drainage and Flooding Committee of the City of La Porte met on Monday, April 12, 2021, at the City
Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 6:00 p.m. to consider the
following items of business:
Committee Members present: Jay Martin, Chuck Engelken
Committee Members attending remotely: None
Committee Members absent: Trey Kendrick, Bill Bentley
Council -appointed officers present: Lee Woodward, City Secretary; Clark T. Askins, Assistant City Attorney
CALL TO ORDER — Chairman Martin called the meeting to order at 5:01 D.m.
2. CITIZEN COMMENT (Generally limited to five minutes per person, in accordance with state law, the time
may be reduced if there is a high number of speakers or other considerations.)
There were no citizen comments.
3. STATUTORYAGENDA
a. Presentation, discussion, and possible action to approve the minutes of the
March 8, 2021, meeting. [Chairman Martin]
Member Engelken moved to approve the minutes Chair Martin seconded the motion: the motion was
adopted. 2-0.
b. Presentation, discussion, and possible action regarding an interlocal agreement between the City
of La Porte and the City of Pasadena related to land within the ETJ of the respective cities.

Lorenzo Wingate, Assistant Public Works Director, and Assistant City Attorney Clark Askins announced
the agreement had been approved by the City of Pasadena and was scheduled to be presented to the
La Porte City Council at their April 26 meeting.
c. Presentation, discussion, and possible action regarding the Harris County Flood Control
District's (HCFCD) and Harris County Precinct 2's current and future plans related to flooding in
the City of La Porte. [Lorenzo Wingate, Assistant Director of Public Works]
Lorenzo Wingate, Assistant Public Works Director, said modeling for existing conditions were still being
established for the F216 Phase 3 project.
d. Presentation, discussion, and possible action regarding the status of current drainage projects.

Lorenzo Wingate, Assistant Public Works Director, said the Harris County Precinct 2 was evaluating
partnership project applications and that selected projects are expected to be presented to the Harris
County Commissioners Court by the end of April, after which all applicants are expected to be noted of
the decisions to award or not award.
e. Presentation, discussion, and possible action to provide staff with direction, if necessary,
regarding additional drainage concerns. [Lorenzo Wingate, Assistant Director of Public Works]
Mr. Wingate said the City was preparing to advertise for engineering services.
4. Set next meeting - The next meeting date was set for May 10, 2021.
5. Committee Member Comments — Chair Martin invited the HCFCD to attend the meetings.
