Askins, Assistant City Attorney CALL TO ORDER — Chairman Martin called the meeting to order at 5:00 p.m. 2. CITIZEN COMMENT (Generally limited to five minutes per person, in accordance with state law, the time n7ay be reduced if there is a high number of speakers or other considerations.) There were no citizen comments. 3. STATUTORY AGENDA a. Presentation, discussion, and possible action to approve the minutes of the August 9, 2021, meeting. [Chairman Martin] Member Engelken moved to approve the minutes: the motion was seconded by 'Membe Williams; the motion, was adopted, 3-0. b. Presentation, discussion, and possible action regarding recommendation to the La Porte City Council of proposed amendments to the City of La Porte Code of Ordinances Chapter 94-Floods. [Lorenzo Wingate, Assistant Director of Public Works] Member Engelken moved to have staff rework the proposals and bring the ordinance back at a later date; the motion was seconded by Member William% the motion was adopted, 2-0, Chair Martin voting against. The Committee elected to discuss the freeboard clarifications andl, without obiection, chose to approve recommending, to Council the minimum freeboard, clarifications necessarV to remain in compliance with the, minimum CS requirements. c. Presentation, discussion, and possible action regarding status, of drainage infrastructure project for property near the Pasadena Convention Center, under terms of the interlocal agreement between the City of La Porte and the City of Pasadena. (Lorenzo Wingate, Assistant Director of Public Works] Lorenzo Wingate, Assistant Public Works Director, said the professional services agreement was expected to be presented to the Committee at its next meeting. September 13, 2021 - Drainage and Flooding Committee Minutes d. Presentation, discussion, and possible action regarding the Harris County Flood Control District's (HCFCD) and Harris County Precinct 2's current and future plans related to flooding in the City of La Porte. [Lorenzo Wingate, Assistant Director of Public Works] The Committee expressed disappointment concerning the length of time since Harris County Flood Control representatives had attended a Committee meeting. e. Presentation, discussion, and possible action regarding the status of current drainage projects. [Lorenzo Wingate, Assistant Director of Public Works] Lorenzo Wingate, Assistant Public Works Director, confirmed that he believed the Bayside Terrace and B,rookglen interlilocal agreements were close to consensus with the County. Mr. Wingate also mentioned that several drainage projects have been identified for potential opportunity to expend ARPA grant funds. f. Presentation, discussion, and possible action to provide administrative staff of the City with direction, if necessary, regarding additional drainage concerns. [Lorenzo Wingate, Assistant Director of Public Works] Lorenzo Wingate, Assistant Publlic Works Director, said the department was addressing drainage concerns, on Bay Harbor Drive brought to their attention by Chair Martin at the previous Drainage Committee meeting. 4. Set next meeting: - The next meeting date was set for October 11, 2021 .
