HomeMy WebLinkAbout06-13-2022JAY MARTIN, CHAIRMAN MAYOR PRO TEM MANDI WILLIAMS COUNCILPERSON CHUCK ENGELKEN COUNCILPERSON BILL BENTLEY, ALTERNATE COUNCILPERSON MINUTES OF THE DRAINAGE AND FLOODING COMMITTEE MEETING JUNE 13, 2022 The Drainage and Flooding Committee of the City of La Porte met on Monday, June 13, 2022, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m. to consider the following items of business: Committee Members present: Jay Martin, Chuck Engelken, Mandi Williams, Committee Members attending remotely: Bill Bentley (alternate) Committee Members absent: None Council -appointed officers present: Corby Alexander, City Manager: Lee Woodward, City Secretary CALL TO ORDER — Chairman Martin called the meeting to order at 5.00 p.m. 2. CITIZEN COMMENT (Generally limited to five minutes per person, in accordance with state law, the time may be reduced if there is a high numberof speakers or other considerations.) Dewey Walls and John Sheffield spoke of their concerns about drainage at Shady River due to area development. 3. STATUTORY AGENDA a. Presentation, discussion, and possible action to approve the minutes of the Drainage and Flooding Committee regular meeting held on May 9, 2022. [Jay Martin, Chair] Member Engelken moved to approve the minutes: the motion was seconded by Member Williams: the motion was adopted, 3-0. b. Presentation, discussion, and possible action regarding the status of potential development of property located at the intersection of State Hwy. 146 and McCabe Road and owned by Dutko Family Partnership, Ltd. [Lorenzo Wingate, Assistant Director of Public Works] Mr. Wingate said the City has received an application for a Special Conditional Use Permit (SCUP). He noted the property is entirely located in a floodplain and has part of a low- to moderate -wave action zone. He said the project is moving forward for the Planning and Zoning Commission to consider a zone change request, a change to the Future Land Use Map, and the SCUP application. Chair Martin said the City had met with Beazer Homes, the developer, just before this meeting, over Beazer's corrective measure they have developed with their engineer, CobbFindley, and that Beazer will also be employing LJA Engineering. Jeff Anderson of Beazer was permitted to address the Committee. c. Presentation, discussion, and possible action regarding status of 100 acre-foot detention pond project near the Pasadena Convention Center and Brookglen Subdivision, in connection with amended interlocal agreement between the City of La Porte and the City of Pasadena. [Lorenzo Wingate, Assistant Director of Public Works] June 13, 2022 - Drainage and Flooding Committee Minutes Mr. Wingate said some preliminary environmental analysis was being done and that he expected a draft of the impact analysis by the end of June. Councilperson Engelken spoke strongly of his concerns about the project and the seemingly threatening comments made by HCFCD regarding the capacity for retention/detention in the area. [This is in regards to proposed detention ponds on the Brookglen buyout lots, not the 100 acre-foot pond project.] d. Presentation, discussion, and possible action regarding the Harris County Flood Control District's (HCFCD) and Harris County Precinct 2's current and future plans related to flooding in the City of La Porte. [Lorenzo Wingate, Assistant Director of Public Works] Mr. Wingate said the City was still coordinating with the County through Brookglen Park and of mowing in the Bay Area median. Chair Martin asked that clearing of Taylor Bayou at Oak Leaf has not been completed and that it be addressed. e. Presentation, discussion, and possible action regarding the status of current drainage projects. [Lorenzo Wingate, Assistant Director of Public Works] Mr. Wingate said the City is reviewing 100% plans and the opinion of cost on the Bayside Terrace project. f. Presentation, discussion, and possible action to provide administrative staff of the City with direction, if necessary, regarding additional drainage concerns. [Lorenzo Wingate, Assistant Director of Public Works] Chair Martin said a resident on Bay Harbor Drive/Oakhurst had requested mowing at the ditch and culvert there. Mr. Mayo said they had contacted TxDOT, who had begun on the other side of town, so he had instructed the City staff to perform the service. Councilperson Engelken inquired about permits for a home on stilts behind Popeye's on Spencer at the corner of Fernrock and Collingsdale. 4. SET NEXT MEETING - The next meeting was set for July 11, 2022. Chair Martin noted he may not be able to attend. 5. COMMITTEE COMMENT — Hear announcements concerning matters appearing on the agenda; items of community interest; and/or inquiries of staff regarding speck factual information or existing policy from the Committee members and City staff, for which no formal action will be discussed or taken.
