HomeMy WebLinkAbout07-11-2022JAY MARTIN, CHAIRMAN MAYOR PRO TEM MANDI WILLIAMS COUNCILPERSON CHUCK ENGELKEN COUNCILPERSON BILL BENTLEY, ALTERNATE COUNCILPERSON MINUTES OF THE DRAINAGE AND FLOODING COMMITTEE MEETING JULY 11, 2022 The Drainage and Flooding Committee of the City of La Porte met on Monday, July 11, 2022, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m. to consider the following items of business: Committee Members present: Chuck Engelken, Bill Bentley (alternate) Committee Members attending remotely: None Committee Members absent: Jay Martin, Mardi Williams Council -appointed officers present: Corby Alexander, City Manager; Lee Woodward, City Secretary CALL TO ORDER — Chairman Martin was not in attendance. Without objection, Member Engelken served as Chair Pro Tern and called the meeting to order at 5:00 p.m. 2. CITIZEN COMMENT (Generally limited to five minutes per person, in accordance with state law, the time may be reduced if there is a high number of speakers or other considerations.) There were no comments. 3. STATUTORY AGENDA a. Presentation, discussion, and possible action to approve the minutes of the Drainage and Flooding Committee regular meeting held on June 13, 2022. [Jay Martin, Chair] Member Bentley moved to approve the minutes, the motion was seconded by Chair Pro Tern Engelken: the motion was adopted. 2-0. b. Presentation, discussion, and possible action regarding the status of potential development of property located at the intersection of State Hwy. 146 and McCabe Road and owned by Dutko Family Partnership, Ltd. [Lorenzo Wingate, Assistant Director of Public Works] Ray Mayo, Director of Public Works, answered Committee questions. c. Presentation, discussion, and possible action regarding status of 100 acre-foot detention pond project near the Pasadena Convention Center and Brookglen Subdivision, in connection with amended interlocal agreement between the City of La Porte and the City of Pasadena. [Lorenzo Wingate, Assistant Director of Public Works] Regarding the detention pond project, Mr. Mayo said the geotechnical process is still on track. July 11, 2022 - Drainage and Flooding Committee Minutes d. Presentation, discussion, and possible action regarding the Harris County Flood Control District's (HCFCD) and Harris County Precinct 2's current and future plans related to flooding in the City of La Porte. [Lorenzo Wingate, Assistant Director of Public Works] Mr. Jeremy Ratcliff of Harris County Flood Control District (HCFCD) provided an update on area projects. Concerning the proposed road closures in Brookglen, Mr. Radcliffe noted the plan will be coming to the City Council for consideration. Chair Pro Tern Engelken shared his concerns about the plan and HCFCD's lot maintenance in Brookglen. e. Presentation, discussion, and possible action regarding the status of current drainage projects. [Lorenzo Wingate, Assistant Director of Public Works] Mr. Mayo said frequent meetings are being held for the F216 Phase III project to design the study area. He said the drawings were at 100% for Bayside Terrace and that construction materials were being reviewed for possible cost reductions. f. Presentation, discussion, and possible action to provide administrative staff of the City with direction, if necessary, regarding additional drainage concerns. [Lorenzo Wingate, Assistant Director of Public Works] There was no discussion for this item. 4. SET NEXT MEETING — The next meeting was set for August 8, 2022. 5. COMMITTEE COMMENT — Hear announcements concerning matters appearing on the agenda; items of community interest; and/or inquiries of staff regarding speck factual information or existing policy from the Committee members and City staff, for which no formal action will be discussed or taken.
