MINUTES OF THE DRAINAGE AND FLOODING COMMITTEE MEETING
AUGUST 8, 2022
The Drainage and Flooding Committee of the City of La Porte met on Monday, August 8,
2022, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at
5:00 p.m. to consider the following items of business:
Committee Members present: Chuck Engelken, Jay Martin, Mandi Williams
Committee Members attending remotely: None
Committee Members absent: Bill Bentley (alternate)
Council -appointed officers present: Corby Alexander, City Manager; Lee Woodward, City
Secretary; Clark T. Askins, Asst. City Attorney
CALL TO ORDER — Chairman Martin called the meeting to order at 5:00 p.m.
2. CITIZEN COMMENT (Generally limited to five minutes per person, in accordance with state
law, the time may be reduced if there is a high number of speakers or other considerations.)
There were no comments.
3. STATUTORY AGENDA
a. Presentation, discussion, and possible action to approve the minutes of the
Drainage and Flooding Committee regular meeting held on July 11, 2022. [Jay
Martin, Chair]
Member Engelken moved to approve the minutes: the motion was seconded by Member
Williams, the motion was adopted. 3-0.
b. Presentation, discussion, and possible action regarding the status of potential
development of property located at the intersection of State Hwy. 146 and McCabe
Road and owned by Dutko Family Partnership, Ltd. [Lorenzo Wingate, Assistant
Director of Public Works]
Lorenzo Wingate, Assistant Director of Public Works, said the City has received
documents requested from CobbFendley (the developer's engineer) which will be
reviewed by staff and HDR (the City's engineer) before presentation to the Planning and
Zoning Commission (P & Z) on August 18 for consideration of a SCUP and a PUD. He
added that Harris County's approval will be required for the project to move forward. The
City Manager offered to speak with the developer about delaying the P & Z presentation,
to allow for the drainage report to be.presented to the Drainage Committee for discussion.
c. Presentation, discussion, and possible action regarding status of 100 acre-foot
detention pond project near the Pasadena Convention Center and Brookglen
Subdivision, in connection with amended interlocal agreement between the City of
La Porte and the City of Pasadena. [Lorenzo Wingate, Assistant Director of Public

Mr. Wingate noted the drainage impact analysis was under review and that it is anticipated
that an USACE (UIS. Corps of Engineers) wetlands permit will be required, as there are
existing wetlands ;on the project site. Regarding the detention ponds planned to be
constructed by Harris County Flood Control District (HCFCD) within the Brookglen
subdivision, Mr. Wingate confirmed that HCFCD was waiting on CenterPoint to relocate
services and provide a letter of no objection, prior to submitting a ROW abandonment
request to the COLiP.
d. Presentation, discussion, and possible action regarding the Harris County Flood
Control District's (HCFCD) and Harris County Precinct 2's current and future plans
related to flooding in the City of La Porte. [Lorenzo Wingate, Assistant Director of

Mr. Wingate said h is waiting to hear more on channel 13106-02-00 cleanup, at Driftwood.
e. Presentation, discussion, and possible action regarding the status of current
drainage projects [Lorenzo Wingate, Assistant Director of Public Works]
Mr. Wingate said most projects are in preliminary design and briefly addressed progress
of additional projects. He also provided drainage information on a new development at
McCabe Road an Broadway.
f. Presentation, discussion, and possible action to provide administrative staff of the
City with direction, if necessary, regarding additional drainage concerns. [Lorenzo
Wingate, Assistant Director of Public Works]
Councilperson Williams said she has spoken to the City Manager about a drainage
concern on Lomax Drive.
4. SET NEXT MEETING
The next meeting was set for September 12, 2022.
6. COMMITTEE COMMENT — Hear announcements concerning matters appearing on the
agenda; items of co �munity interest, and/or inquiries of staff regarding specific factual
information or existing�olicy from the Committee members and City staff, for which no formal
