HomeMy WebLinkAbout09-12-2022JAY MARTIN, CHAIRMAN MAYOR PRO TEM MANDI WILLIAMS COUNCILPERSON CHUCK ENGELKEN COUNCILPERSON BILL BENTLEY, ALTERNATE COUNCILPERSON MINUTES OF THE DRAINAGE AND FLOODING COMMITTEE MEETING SEPTEMBER 12, 2022 The Drainage and Flooding Committee of the City of La Porte met on Monday, September 12, 2022, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 6:00 p.m. to consider the following items of business: Committee Members present: Chuck Engelken, Jay Martin, Mandi Williams (arrived at 5:04 P. m.) Committee Members attending remotely: None Committee Members absent: Bill Bentley (alternate) Council -appointed officers present: Corby Alexander, City Manager (arrived at 5:04 p.m.); Lee Woodward, City Secretary; Clark T. Askins, Asst. City Attorney CALL TO ORDER — Chairman Martin called the meeting to order at 5:00 p.m. 2. CITIZEN COMMENT (Generally limited to five minutes per person, in accordance with state law, the time may be reduced if there is a high number of speakers or other considerations.) Ryan Mathis had questions about inspection of fill dirt. 3. STATUTORY AGENDA a. Presentation, discussion, and possible action to approve the minutes of the Drainage and Flooding Committee regular meeting held on August 8, 2022. [Jay Martin, Chair] Member Engelken moved t0 approve the minutes: the motion was seconded by Chair Martin: the motion was adopted. 2-0. b. Presentation, discussion, and possible action regarding the status of potential development of property located at the intersection of State Hwy. 146 and McCabe Road and owned by Dutko Family Partnership, Ltd. [Lorenzo Wingate, Assistant Director of Public Works] Lorenzo Wingate, Assistant Director of Public Works, said the City had received a copy of the drainage report and then shortly received notification from Beazer that they were not proceeding at this time. Tom Hitchcock, a representative for the property owners, was asked if he had any comments and said the owners have been allowing Beazer to move through its process with the City. c. Presentation, discussion, and possible action regarding status of 100 acre-foot detention pond project near the Pasadena Convention Center and Brookglen Subdivision, in connection with amended interlocal agreement between the City of La Porte and the City of Pasadena. [Lorenzo Wingate, Assistant Director of Public Works] September 12, 2022 - Drainage and Flooding Committee Minutes Mr. Wingate noted the City was waiting for environmental impact feedback from the City of Pasadena. d. Presentation, discussion, and possible action regarding the Harris County Flood Control District's (HCFCD) and Harris County Precinct 2's current and future plans related to flooding in the City of La Porte. [Lorenzo Wingate, Assistant Director of Public Works] Mr. Wingate said he would have a call on all projects with HCFCD this week. He added that Harris County Precinct 2 had asked if there were any additional projects that were seeking funding and that the City was considering asking for assistance with the 6'" Street Madison to Main improvements. e. Presentation, discussion, and possible action regarding the status of current drainage projects. [Lorenzo Wingate, Assistant Director of Public Works] Mr. Wingate said the Coupland Street project would be advertised for bidding this week and that he expected construction to begin in January. f. Presentation, discussion, and possible action to provide administrative staff of the City with direction, if necessary, regarding additional drainage concerns. [Lorenzo Wingate, Assistant Director of Public Works] Chair Martin requested that any ditches maintained by the state or County be identified and ask for prompt mowing. 4. SET NEXT MEETING The next meeting was set for October 10, 2022. 5. COMMITTEE COMMENT — Hear announcements conceming matters appearing on the agenda; items of community interest; and/or inquiries of staff regarding specific factual information or existing policy from the Committee members and City staff, for which no formal action will be discussed or taken.
