MINUTES OF THE DRAINAGE AND FLOODING COMMITTEE MEETING
APRIL 10, 2023
The Drainage and Flooding Committee of the City of La Porte met on Monday, April 10,
2023, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at
5:00 p.m. to consider the following items of business:
Committee Members present: Chuck Engelken, Jay Martin, Bill Bentley (alternate)
Committee Members attending remotely: None
Committee Members absent: Mandi Williams
Council -appointed officers present; Corby Alexander, City Manager; Lee Woodward, City
Secretary; Clark T. Askins, Asst. City Attorney
CALL TO ORDER — Chair Martin called the meeting to order at 5:01 p.m.
2. CITIZEN COMMENT (Generally limited to five minutes per person, in accordance with state
law, the time may be reduced if there is a high number of speakers or other considerations.)
There were no comments.
STATUTORY AGENDA
a. Presentation, discussion, and possible action to approve the minutes of the
Drainage and Flooding Committee regular meeting held on March 13, 2023.

Member Engelken moved to approve the minutes; the motion was seconded by Member
Bentley; the motion was adopted, 3-0.
b. Presentation, discussion, and possible action regarding status of 100-acre-foot
detention pond project near the Pasadena Convention Center and Brookglen
Subdivision, as established in amended interlocal agreement between the City of
La Porte and the City of Pasadena. [Lorenzo Wingate, Assistant Director of Public
Works]
Mr. Wingate said the City was in a holding pattern with the U.S. Corps of Engineers but
were making progress with the planning and design with the City of Pasadena, who
expected Corps feedback by the end of May. City Manager Alexander reported that code
enforcement action in relation to high grass on vacant lots in Brooklglen Subdivision had
begun.
c. Presentation, discussion, and possible action regarding the Harris County Flood
Control District's (HCFCD) and Harris County Precinct 2's current and future plans
related to flooding in the City of La Porte. [Lorenzo Wingate, Assistant Director of
Public Works]
Mr. Wingate noted HCFCD had intended to be present but had to cancel this morning. He
said HCFCD intended to mow the buyout lots this month, weather permitting. Regarding

the Brookglen right-of-way closures, HCFCD has indicated they are waiting on City
Council approval. Mr. Wingate said the City has applied for Harris County Precinct 2
partnership grant funding for Northside Phase III and that a decision may come as soon
as Friday. Member Engelken mentioned HB 5338 (Paul), which would establish a Gulf
Coast Resiliency District to replace Harris County Flood Control District and Harris County
Toll Authority and requested a statement in support be sent. City Manager Alexander said
he would provide the Committee with the text, after which the Committee may choose to
make a recommendation for the City Council.
d. Presentation, discussion, and possible action regarding the status of current
drainage projects. [Lorenzo Wingate, Assistant Director of Public Works]
Mr. Wingate reviewed the projects on the project list.
e. Presentation, discussion, and possible action to provide administrative staff of the
City with direction, if necessary, regarding additional drainage concerns. [Lorenzo
Wingate, Assistant Director of Public Works]
Chair Martin addressed the bar ditch on the east side of S. Broadway, asking who was
responsible for the maintenance. Mr. Wingate said it was TXDoT and that the City has
been performing the work when TXDoT had not.
4. SET NEXT MEETING
The next meeting was set for May 8, 2023.
5. COMMITTEE COMMENT - Hear announcements concerning matters appearing on the
agenda; items of community interest; and/or inquiries of staff regarding specific factual
information or existing policy from the Committee members and City staff, for which no formal
action will be discussed or taken.
Members expressed interest in the House Bill but concern about the possibility of a similar
situation at a different level of government.
