HomeMy WebLinkAbout01-08-24 Drainage MinutesJAY MARTIN, CHAIRMAN COUNCILPERSON MANDI WILLIAMS COUNCILPERSON CHUCK ENGELKEN MAYOR PRO TEM BILL BENTLEY, ALTERNATE COUNCILPERSON MINUTES OF THE DRAINAGE AND FLOODING COMMITTEE MEETING JA N UA RY 8, 2024 The Drainage and Flooding Committee of the City of La Porte met on Monday, January 8, 2024, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m. to consider the following items of business: Committee Members present: Jay Martin, Chuck Engelken, Mandi Williams Committee Members attending remotely: None Committee Members absent: Bill Bentley Council -appointed officers present: Corby Alexander, City Manager; Lee Woodward, City Secretary; Clark T. Askins, City Attorney 1. CALL TO ORDER — Chair Martin called the meeting to order at 5:01 p.m. 2. CITIZEN COMMENT (Generally limited to five minutes per person, in accordance with state law, the time may be reduced if there is a high number of speakers or other considerations.) There were no comments. 3. STATUTORY AGENDA a. Presentation, discussion, and possible action to approve the minutes of the City of La Porte Drainage and Flooding Committee meeting held on November 13, 2023. [Councilperson Martin, Chair] Member Engelken moved to approve the minutes of the City of La Porte Drainage and Flooding Committee meeting held on November 13, 2023; the motion was seconded by Member Williams; the motion was adopted, 3-0. �^ b. Presentation, discussion, and possible action regarding status of 100-acre-foot detention pond project near the Pasadena Convention Center and Brookglen Subdivision, as established in amended interlocal agreement between the City of La Porte and the City of Pasadena. [Ray Mayo, Director of Public Works] Mr. Mayo shared that the remaining part of the geotechnical testing for slope stabilization is completed and the report is due by the end of January. He said the consultant would present a 60% updated schedule to the committee at the February meeting. Mr. Mayo said he would try to have a representative of City of Pasadena at the meeting, too. c. Presentation, discussion, and possible action regarding the Harris County Flood Control District's (HCFCD) and Harris County Precinct 2's current and future plans related to flooding in the City of La Porte. [Ray Mayo, Director of Public Works] Mr. Mayo said there had been no progress on the south basin at Brookglen yet, the City was coordinating on the F101 interlocal agreement; Little Cedar Bayou Phase 3 drainage impact analysis was under review by HCFCD; and F212 was at 60% design. Member January 8, 2024 - Drainage and Flooding Committee Minutes Williams said she would be providing video of a backflow condition of a channel from the north side of L Street to the south into Lomax Gardens. d. Presentation, discussion, and possible action regarding the status of current drainage projects. [Ray Mayo, Director of Public Works] Mr. Mayo noted the Bayside Terrace Project was approximately 20% completed and would be complete in about a year, the Brookglen Drainage Improvements project on the south side of the neighborhood is at 60% of design and a presentation can also be made on that in February. Mr. Mayo said the compromise the City had come to on the Carlisle Street was to narrow the entire street by two feet along the east side. e. Presentation, discussion, and possible action to provide administrative staff of the City with direction, if necessary, regarding additional drainage concerns. [Ray Mayo, Director of Public Works There were no additional items. 4. STAFF REPORTS There were no additional items. 5. SET NEXT MEETING The next meeting was set for February 12, 2024. 6. COMMITTEE COMMENT — Hear announcements concerning matters appearing on the agenda, items of community interest; and/or inquiries of staff regarding specific factual information or existing policy from the Committee members and City staff, for which no formal action will be discussed or taken. Members expressed concern about the fact that they could build four of their own retention basins in the last 60 days and that there must be a bottleneck with HCFCD and the City of Pasadena given the length of time it has taken for the City's basin projects and that citizens deserve better.
