Askins, City Attorney; Officers Present: Lee Woodward, City Secretary The Drainage and Flooding Committee of the City of La Porte met in a regular meeting on February 12, 2024, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m. 1. CALL TO ORDER — Chair Martin called the meeting to order at 5:00 p.m. 2. CITIZEN COMMENT (Generally limited to five minutes per person; in accordance with state law, the time may be reduced if there is a high number of speakers or other considerations.) 3. STATUTORY AGENDA a. Presentation, discussion, and possible action to approve the minutes of the City of La Porte Drainage and Flooding Committee Meeting held on January 8, 2024. Member Engelken moved to approve the minutes of the January 8, 2024, Drainage and Flooding Committee minutes; the motion was seconded by Member Williams; the motion was adopted, 3-0. b. 100acre-foot detention pond project Presentation, discussion, and possible action regarding status of 100- acre-foot detention pond project near the Pasadena Convention Center and Brookglen Subdivision, as established in amended Page 4 of 10 interlocal agreement between the City of La Porte and the City of Pasadena. [Ray Mayo, Director of Public Works] Jim Bielstein of HalffAssociates provided an update, noting the Preliminary Jurisdictional Determination was expected in March and that the USACE permit would likely take about six months after that. He said the project could be completed in spring or summer 2025. C. Current and future plans relating to flooding Presentation, discussion, and possible action regarding the Harris County Flood Control District's (HCFCD) and Harris County Precinct 2's current and future plans related to flooding in the City of La Porte. [Ray Mayo, Director of Public Works] Jeremy Ratcliff of the Harris County Flood Control District (HCFCD) discussed the status of several projects and agreed to look into mowing concerns in the Brookglen detention pond area and options for the mowing schedule along local drainage channels. d. Presentation, discussion, and possible action regarding the status of current drainage projects. [Ray Mayo, Director of Public Works] Mr. Mayo indicated that the Bayside Terrace project was 3-4 weeks behind schedule, noting redesign of the outfall and CenterPoint gas main conflicts are being addressed. e. Presentation, discussion, and possible action to provide administrative staff of the City with direction, if necessary, regarding additional drainage concerns. STAFF REPORTS Mr. Mayo introduced Jameson Appel, the new Assistant Director of Public Works for CIP. 5.
