The Drainage and Flooding Committee of the City of La Porte met in a regular
meeting on March 11, 2024, at the City Hall Council Chambers,
604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m.
1. CALL TO ORDER
Chair Martin called the meeting to order at 5:01 p.m.
2. CITIZEN COMMENT
(Generally limited to five minutes per person, in accordance with state law, the time
may be reduced if there is a high number of speakers or other considerations.)
3. STATUTORYAGENDA
a. Presentation, discussion, and possible action to approve the minutes
of the City of La Porte Drainage and Flooding Committee meeting held
on February 12, 2024. [Lee Woodward, City Secretary]
Member Engelken moved to approve the minutes: the motion was
seconded by Member Williams: the motion was adopted 3-0.
b. 100-Acre-Foot Detention Pond Project
Presentation, discussion, and possible action regarding the status of
the 100-acre-foot detention pond project near the Pasadena
Convention Center and Brookglen Subdivision, as established in the
amended interlocal agreement between the City of La Porte and the
City of Pasadena. [Ray Mayo, Director of Public Works]
Matt Daeumer read the update provided in the March 8, 2024, City
Manager's Friday Memo to the Council.
C. HCFCD Projects Update
Presentation, discussion, and possible action regarding Harris
County Flood Control District (HCFCD) and Harris County Precinct 2
current and future plans related to flood mitigation projects in the City
of La Porte. [Ray Mayo, Director of Public Works]
Jameson Appel said Brookglen was at 90% design with the Harris County
Flood Control District, followed by bidding in April for Phase I; that the City
would meet with Harris County design engineer on the Northside Drainage
Project on March 12. Ray Mayo arrived at 5:07 p.m. and resumed the report.
He said, on the Pasadena 100-acre-foot detention pond, drainage impact
analysis, that the geotechnical survey had been completed, and 60% review
had been distributed for comments, and that design was expected to be
complete in August.
Mr. Mayo reiterated Mr. Appel's comments on Brookglen, adding that the
closures were on tonight's Council meeting agenda. He said Phase I design
was at 90% and Phase II at 60% design.
d. Current Drainage Projects Update
Presentation, discussion, and possible action regarding the status of
current drainage projects. [Ray Mayo, Director of Public Works]
Mr. Mayo said the City met with the civic club of Bayside Terrace earlier in
the year to hear their concerns and that he expected progress at the outfall.
He said the Northside Neighborhood Project had some utility conflicts and
the contractor was working on detention basins along the F-216 basin in the
meantime.
e. Drainage Concerns
Presentation, discussion, and possible action to provide staff with
direction, if necessary, regarding additional drainage concerns. [Ray
Mayo, Director of Public Works]
Mr. Mayo said that the Department had reviewed the drainage structures at
Glen Meadows near the airport. He noted impacts of new hangar
construction should be minimal, due to the standards the improvements had
been built for in recent years.
4. SET NEXT MEETING
The next meeting was set for April 8.
5. COMMITTEE COMMENT
Hear announcements concerning matters appearing on the agenda, items of
community interest, and/or inquiries of staff regarding specific factual information
or existing policy from the Committee members and City staff, for which no formal
action will be discussed.
