Askins, City Attorney; Officers Present: Lee Woodward, City Secretary The City of La Porte Drainage and Flooding Committee met in a regular meeting on April 8, 2024, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m. CALL TO ORDER Chair Martin called the meeting to order at 5:00 p.m. 2. CITIZEN COMMENT (Generally limited to five minutes perperson; in accordance with state law, the time may be reduced if there is a high number of speakers or other considerations.) There were no comments. 3. STATUTORYAGENDA a. Approval of Minutes Presentation, discussion, and possible action to approve the minutes of the City of La Porte Drainage and Flooding Committee meeting held on March 11, 2024. [Lee Woodward, City Secretary] Member Engelken moved to aoorove the minutes of the Citv of La Porte Drainage and Flooding Committee meeting held on March 11, 2024: the motion was seconded by Member Bentley; the motion was adopted. 3-0. b. 100-Acre-Foot Pond Presentation discussion and possible action regarding the status of the 100-acre-foot detention pond project near the Pasadena Convention Center and Brookglen Subdivision, as established in amended interlocal agreement between the City of La Porte and the City of Pasadena. [Ray Mayo, Director of Public Works] Mr. Mayo said the Citywas on schedule to have 90%-complete construction documents in May, which are required for the U.S. Army Corps of Engineers to complete their review. C. HCFCD Project Update Presentation, discussion and possible action regarding Harris County Flood Control District (HCFCD) and Harris County Precinct 2 current and future plans related to Flooding in the City of La Porte. [Ray Mayo, Director of Public Works] Mr. Mayo said the Brookglen north detention basin project has been awarded by the Harris County Flood Control District (HCFCD) to Marcon Construction and he expected construction to begin in the next thirty days. He said the F-212 project at East Main and Utah was at 90% design and waiting on stakeholder comments. On the F-101 Channel, Mr. Mayo said HCFCD was reviewing a draft interlocal agreement. Mr. Mayo said the F- 216 Channel Phase I improvements (de -silting and purchase of land for a detention basin) were proceeding. Chair Martin requested the City ask HCFCD for a cleanup project for Little Cedar Bayou behind the Recreation Center. d. Current Drainage Project Update Presentation, discussion, and possible action regarding the status of current drainage projects. [Ray Mayo, Director of Public Works] Mr. Mayo said the Bayside Terrace Project was moving smoothly with the good weather and that staff would be meeting with The Civic Club on concerns in the park area. On the Northside Neighborhood Drainage Improvements, Mr. Mayo said the issues with CenterPoint and the contractor's work along F-216 were continuing. He added that the design of Phase I was at 90% and Phase II was at 60% on the Brookglen Drainage Improvements Project. G. Additional Drainage Concerns Presentation, discussion, and possible action to provide administrative staff of the City with direction, if necessary, regarding additional drainage concerns. [Ray Mayo, Director of Public Works] Member Bentley asked about resident concerns at Glen Meadows and Mr. Mayo said the Department had found trash blocking one of the drains and would review the area regularly. Chair Martin reminded City Manager Alexander about the committee discussing the floodplain ordinance and development impacts. 4. SET NEXT MEETING The next meeting was set for May 13. 5. COMMITTEE COMMENT Hear announcements concerning matters appearing on the agenda; items of community interest; and/or inquiries of staff regarding specific factual information or existing policy from the Committee members and City staff, for which no formal action will be discussed.
