MINUTES OF THE DRAINAGE AND FLOODING COMMITTEE
OF THE CITY OF LA PORTE
May 13, 2024, 5:00 p.m., City Hall Council Chamber

The City of La Porte Drainage and Flooding Committee met in a regular meeting
on May 13, 2024, at the City Hall Council Chambers, 604 West Fairmont Parkway,
La Porte, Texas, at 5:00 p.m.
1. CALL TO ORDER
2. CITIZEN COMMENT - (Generally limited to five minutes per person; in accordance
with state law, the time may be reduced if there is a high number of speakers or
other considerations.)
There were no comments.
3. STATUTORYAGENDA
a. Presentation, discussion, and possible action to approve the minutes
of the April 8, 2024, meeting. [Lee Woodward, City Secretary]
Member Engelken moved to approve the minutes of the April 8. 2024,
meeting: the motion was seconded by Member Williams: the motion was
adopted. 3-0.
b. 100-Acre-Foot Pond - Presentation, discussion, and possible action
regarding the status of the 100-acre-foot detention pond project near
the Pasadena Convention Center and Brookglen Subdivision, as
established in amended interlocal agreement between the City of La
Porte and the City of Pasadena. [Ray Mayo, Director of Public Works]
Mr. Mayo said the 100-acre-foot detention pond project materials were near
being submitted to the U.S. Army Corp of Engineers and expected to go to
100% complete in August.
C. HCFCD Project Update -Presentation, discussion, and possible action
regarding Harris County Flood Control District (HCFCD) and Harris
County Precinct 2 current and future plans related to Flooding in the
City of La Porte. [Ray Mayo, Director of Public Works]
Mr. Mayo said the F-216 Channel project was moving into the preliminary
engineering and design and were expecting an interlocal agreement soon
for Phase I, as HCFCD has identified approximately $10 million for the
project. On the F-101 Channel/Lomax School Road to Valley View, he said
the interlocal agreement language was under legal review. Mr. Mayo said
that Battleground Estates channel improvements and detention pond work
project would proceed after the F-101 project commences.
Mr. Mayo confirmed Harris County was planning to desnag along Little
Cedar Bayou this summer. Member Williams received information on the
backup at Battleground Estates. He said the Brookglen Detention Basis
project information had been provided to the residents. Member Engelken
thanked staff for coming to the homeowners meeting.
d. Current Drainage Project Update - Presentation, discussion, and
possible action regarding the status of current drainage projects. [Ray
Mayo, Director of Public Works]
Mr. Mayo said there was progress with the Bayside Terrace project and that
staff had resolved an issue with tidiness at the job site. North of Main Street,
along the F216 Channel, Mr. Mayo said there were waiting on design for the
boxes under the freeway and would hopefully use grant funding for the
change order. He added that Brookglen Improvements Phase I was nearing
design completion and that the bid may go out next month.
e. Additional Drainage Concerns - Presentation, discussion, and
possible action to provide administrative staff of the City with
direction, if necessary, regarding additional drainage concerns. [Ray
Mayo, Director of Public Works]
No additional concerns were discussed.
4. SET NEXT MEETING
Without objection, the next meeting was set for June 10.
5. COMMITTEE COMMENT - Hear announcements concerning matters appearing
on the agenda; items of community interest, and/or inquiries of staff regarding
specific factual information or existing policy from the Committee members and
City staff, for which no formal action will be discussed.
Committee members each had appreciation to express to staff for work on
r community.
