MINUTES OF THE DRAINAGE AND FLOODING COMMITTEE
OF THE CITY OF LA PORTE
Members Present: Jay Martin, Chuck Engelken, Mandi Williams
Members Absent: Bill Bentley, alternate
Officers Present: Matt Daeumer, Assistant City Manager; Clark T. Askins, City
Attorney, Lee Woodward, City Secretary
The City of La Porte Drainage and Flooding Committee met in a regular meeting
on July 10, 2024, (originally posted for July 8, 2024, with a delayed start due to
Hurricane Beryl) at the City Hall Council chamber,
604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m.
1. CALL TO ORDER - Chair Martin called the meeting to order at 5:00 p.m.
2. CITIZEN COMMENT (Generally limited to five minutes per person; in accordance with
state law, the time may be reduced if there is a high number of speakers or other
considerations.)
Randa Spence spoke of her concerns at Bayside Terrace.
3. STATUTORYAGENDA
a. Presentation, discussion, and possible action to approve the minutes of the
June 10, 2024, meeting. [Lee Woodward, City Secretary]
Member Engelken moved to approve the minutes of the June 10 2024 meeting the
motion was seconded by Member Williams the motion was adopted 3-0.
b. 100-Acre-Foot Pond - Presentation, discussion, and possible action regarding
the status of the100-acre-foot detention pond project near the Pasadena
Convention Center and Brookglen Subdivision, as established in amended
interlocal agreement between the City of La Porte and the City of Pasadena.

Without objection Chair Martin requested that Mr. Mayo present items b-e together.
Mr. Mayo said Halff Associates was addressing the 90% complete comments and that
he felt the City could meet its next target of complete design by August or September.
He addressed the F101 project with Harris County Flood Control District (HCFCD),
noting Harris County has provided an agreement which is under review by the City
Attorney.
For City drainage projects, Mr. Mayo said the Northside Drainage Project was having
concrete boxes placed, in Brookglen, Phase I plans were with Harris County and at
100%; and, in Bayside Terrace, City staff are coordinating with the HOA and the
contractor to improve access and advance progress.
Mr. Mayo said the F-216 Channel desnagging has been completed.
c. HCFCD Project Update - Presentation, discussion, and possible action
regarding Harris County Flood Control District (HCFCD) and Harris County
Precinct 2 current and future plans related to Flooding in the City of La Porte.

d. Current Drainage Project Update - Presentation, discussion, and possible action
regarding the status of current drainage projects. [Ray Mayo, Director of Public

e. Additional Drainage Concerns - Presentation, discussion, and possible action
to provide administrative staff of the City with direction, if necessary, regarding
additional drainage concerns. [Ray Mayo, Director of Public Works]

f. Floodplain Management Presentation - Floodplain regulations presentation
from Cobb Fendley. [Candyce Ward, P.E., CFM]
Candyce Ward, PE, CFM, and Alec Weninger, PE, CFM, of CobbFendley, which acts
as the City's Floodplain Administrator, provided an update on floodplain regulation and
permitting.
4. SET NEXT MEETING- Withoutobiection Chair Martin set the next meetingforAugust
12, 2024.
5. COMMITTEE COMMENT
Hear announcements concerning matters appearing on the agenda; items of
community interest; and/or inquiries of staff regarding speck factual information or
existing policy from the Committee members and City staff, for which no formal action
will be discussed.
Chair Martin thanked the CobbFendley representatives for their presentation.
