Askins, City Attorney; Lee Woodward, City Secretary The City of La Porte Drainage and Flooding Committee met in a regular meeting on August 12, 2024, at the City Hall Council chamber, 604 West Fairmont Parkway, La Porte, Texas, at 6:00 p.m. 1. CALL TO ORDER - Chair Martin called the meeting to order at 5:00 p.m. 2. CITIZEN COMMENT - (Generally limited to five minutes per person; in accordance with state law, the time may be reduced if there is a high number of speakers or other considerations.) There were no comments. 3. STATUTORYAGENDA a. Presentation, discussion, and possible action to approve the minutes of the July 8, 2024, meeting. [Lee Woodward, City Secretary] Member Enoelken moved to approve the minutes: Member Williams seconded the motion; the motion was adopted 3-0. b. 100-Acre-Foot Pond - Presentation discussion, and possible action regarding the status of the 100-acre-foot detention pond project near the Pasadena Convention Center and Brookglen Subdivision, as established in the amended interlocal agreement between the City of La Porte and the City of Pasadena. [Ray Mayo, Director of Public Works] Ray Mayo provided an update, saying the project is on schedule and the City anticipates the permit will be approved by the end of the month. c. HCFCD Project Update - Presentation, discussion, and possible action regarding Harris County Flood Control District (HCFCD) and Harris County Precinct 2 current and future plans related to Flooding in the City of LaPorte. [Ray Mayo, Director of Public Works] Jeremy Ratcliff of Harris County Flood Control District (HCFCD) provided updates on partner projects and answered questions on mowing and de -silting needs. d. Current Drainage Project Update - Presentation, discussion, and possible action regarding the status of current drainage projects. [Ray Mayo, Director of Public Works] Mr. Mayo provided an update, noting the City was meeting weekly with the Bayside Terrace contractor. e. Additional Drainage Concerns - Presentation, discussion, and possible action to provide administrative staff of the City with direction, if necessary, regarding additional drainage concerns. [Ray Mayo, Director of Public Works] Candyce Ward, P.E., CFM, with CobbFendley, which serves as the City's Floodplain Administrator, answered questions concerning cumulative damage. Chair Martin asked the Committee to be cautious in considering trying to achieve additional discounts at the risk of repetitive loss tracking. 4. SET NEXT MEETING Without objection Chair Martin announced the next meeting would be set for Seotember 9. 5. COMMITTEE COMMENT Hear announcements concerning matters appearing on the agenda; items of community interest,' and/orinquiries of staff regarding specific factual information or existing policy from the Committee members and City staff, for which no formal action will be discussed. The Committee thanked Mr. Ratcliff and Ms. Ward for attending.
