OF THE CITY OF LA PORTE

Council -appointed Officers Present: Corby Alexander, City Manager; Clark T. Askins, City
Attorney; Lee Woodward, City Secretary
The City of La Porte Drainage and Flooding Committee met in a meeting
on September 9, 2024, at the City Hall Council chamber,
604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m.
1. CALL TO ORDER - Chair Martin called the meeting to order at 5:00 p.m.
2. CITIZEN COMMENT (Generally limited to five minutes per person; in accordance with
state law, the time may be reduced if there is a high number of speakers or other
considerations.)
There were no comments.
3. STATUTORYAGENDA
a. Presentation, discussion, and possible action to approve the minutes of the
August 12, 2024, meeting. [Lee Woodward, City Secretary]
Member Engelken moved to approve the minutes Member Williams seconded the
motion: the motion was adopted. 3-0.
b. 100-Acre-Foot Pond - Presentation, discussion, and possible action
regarding the status of the 100-acre-foot detention pond project near the
Pasadena Convention Center and Brookglen Subdivision, as established in
amended interlocal agreement between the City of La Porte and the City of
Pasadena. [Ray Mayo, Director of Public Works]
Mr. Mayo said the permit is still in progress and is expected any day now. The
project is still on schedule.
c. HCFCD Project Update - Presentation, discussion, and possible action
regarding Harris County Flood Control District (HCFCD) and Harris County
Precinct 2 currentand future plans related to Flooding in the City of La Porte.

Mr. Mayo provided an updated agreement from the Harris County Flood Control
District (HCFCD) (with changes from the packet copy on pages 3-4). The
Committee offered no further changes. Mr. Mayo noted that the channel to be
improved will have higher capacity. He said he expected construction to begin
within one year.
d. Current Drainage Project Update - Presentation, discussion, and possible
action regarding the status of current drainage projects. [Ray Mayo, Director
of Public Works]
Mr. Mayo said Phase I of the Brookglen Drainage Project contract is being
prepared to award the bid. He said HCFCD contractor seemed ahead of schedule
on the north basin, based on their construction schedule.
Mr. Mayo said the Northside Drainage Project was progressing and the work
underground tunneling may continue for an additional 45 days.
Mr. Mayo and Mr. Appel said Bayside Terrace school bus pickup has been
discussed with LPISD and a flagger has been placed in the area during the project.
e. Additional Drainage Concerns - Presentation, discussion, and possible
action to provide administrative staff of the City with direction, if necessary,
regarding additional drainage concerns. [Ray Mayo, Director of Public

Chair Martin asked for inquiry into the area at Underwood Road and Myrtle Creek,
where flooding was occurring between the subdivision and commercial area.
Assistant City Manager Matt Daeumer and Planning and Development Director
Teresa Evans agreed to provide the Committee with additional information on the
setback and drainage solutions.
4. SET NEXT MEETING - Without obiection Chair Martin set the next meetinc for
October 14.
5. COMMITTEE COMMENT Hear announcements concerning matters appearing on the
agenda; items of community interest; and/or inquiries of staff regarding specific factual
information or existing policy from the Committee members and City staff, for which
no formal action will be discussed.
Member Williams said a resident at 11118 N. P Street noted that the County was not
clearing at the pipeline crossing. She requested that it be added to a list to check back
