OF THE CITY OF LA PORTE

City Attorney, Lee Woodward, City Secretary
The City of La Porte Drainage and Flooding Committee met in a regular meeting
on October 14, 2024, at the City Hall Council chamber,
604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m.
1. CALL TO ORDER - Chair Martin called the meeting to order at 5:09 p.m.
2. CITIZEN COMMENT (Generally limited to five minutes per person; in accordance with
state law, the time may be reduced if there is a high number of speakers or other
considerations.)
There were no comments.
3. STATUTORYAGENDA
a. Presentation, discussion, and possible action to approve the minutes of the
September 9, 2024, meeting. [Lee Woodward, City Secretary]
Member Enaelken moved to approve the minutes of the September 9. 2024
meeting7 the motion was seconded by Chair Martin the motion was adopted 2-0.
b. 100-Acre-Foot Pond - Presentation, discussion, and possible action
regarding the status of the100-acre-foot detention pond project near the
Pasadena Convention Center and Brookglen Subdivision, as established in
an amended interlocal agreement between the City of La Porte and the City
of Pasadena. [Ray Mayo, Director of Public Works]
Mr. Mayo said it would be at least November before the 100% documents and bid
plans would be ready, at which time the City of Pasadena would put the project out
for bid.
c. HCFCD Project Update - Presentation, discussion, and possible action
regarding Harris County Flood Control District (HCFCD) and Harris County
Precinct 2 current and future plans related to Flooding in the City of LaPorte.

Mr. Mayo said funding was already available for Phase I of the F216 project
between Sens Road and the railroad (the next agreement that will be negotiated
with HCFCD). He said the F-212 project at Utah and Main was being pushed along
and funded by the HCFCD, as the City was only involved in a portion.
d. Current Drainage Project Update - Presentation, discussion, and possible
action regarding the status of current drainage projects. [Ray Mayo, Director
of Public Works]
Mr. Mayo said the largest current project was at Bayside Terrace, approaching over
50% completion and is expected to be done mid -March, if there are no weather
delays.
Councilperson Bentley arrived at 5:21 p.m.
Mr. Mayo said the Northside Neighborhood Drainage Project was nearing 70%
completion.
e. Additional Drainage Concerns - Presentation, discussion, and possible
action to provide administrative staff of the City with direction, if necessary,
regarding additional drainage concerns. [Ray Mayo, Director of Public

Chair Martin noted that the County ditches along S. Broadway needed mowing
down into the center of the ditch.
4. SET NEXT MEETING - Without objection Chair Martin set the next meeting for
November 11.
5. COMMITTEE COMMENT Hear announcements concerning matters appearing on the
agenda; items of community interest, and/or inquiries of staff regarding specific factual
information or existing policy from the Committee members and City staff, for which
no formal action will be discussed.
