The City of La Porte Drainage and Flooding Committee met in a regular meeting
on February 10, 2025, at the City Hall Council chamber,
604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m.
1. CALL TO ORDER - Chair Martin called the meeting to order at 5:03 p.m.
2. CITIZEN COMMENT
There were no comments.
3. STATUTORYAGENDA
a. Presentation, discussion, and possible action to approve the minutes of the
January 13, 2025, meeting. [Lee Woodward, City Secretary/PIO]
Member Engelken moved to approve the minutes of the January 13, 2025,
meeting the motion was seconded by Chair Martin: the motion was adopted. 2-0.
b. 100-Acre-Foot Pond - Presentation, discussion, and possible action
regarding the status of the 100-acre-foot detention pond project near the
Pasadena Convention Center and Brookglen Subdivision, in connection with
amended interlocal agreement between the City of La Porte and the City of
Pasadena. [Ray Mayo, Director of Public Works]
Mr. Mayo said the project is scheduled to be bid by the end of March, with possible
groundbreaking by the end of June.
c. HCFCD Project Update - Presentation, discussion, and possible action
regarding Harris County Flood Control District (HCFCD) and Harris County
Precinct 2 current and future plans related to flood mitigation in the City of
La Porte. [Ray Mayo, Director of Public Works]
Jeremy Ratcliff of the Harris County Flood Control District said the first phase of
the Brookglen Detention Basin project was substantially completed today. He said
construction drawings for phase two (south pond) have been submitted to the City,
with construction to begin in the fourth quarter of 2025.
Mr. Ratcliff said the F101-06-00 and the F216-00-00 (Little Cedar Bayou) projects
were proceeding.
d. Current Drainage Project Update - Presentation, discussion, and possible
action regarding the status of current drainage projects. [Ray Mayo, Director
of Public Works]
Mr. Mayo said he expects the Northside Drainage Project to close out before the
end of March. He said the City is approaching 70% completion on the Bayside
Terrace project and the contractor is being encouraged to be done by the end of
April.
Mr. Mayo said the Brookglen Drainage Project is on schedule. Member Engelken
asked that signage be placed to ensure residents know who to contact if there are
any questions.
e. Additional Drainage Concerns - Presentation, discussion, and possible
action to provide administrative staff of the City with direction, if necessary,
regarding additional drainage concerns. [Ray Mayo, Director of Public
Works]
There were no additional items.
4. SET NEXT MEETING - Without objection, the next meeting was set for March 10,
2025.
5. COMMITTEE COMMENT - Hear announcements concerning matters appearing on
the agenda; items of community interest; and/or inquiries of staff regarding specific
factual information or existing policy from the Committee members and City staff, for
which no formal action will be discussed.
