OF THE CITY OF LA PORTE

Council -appointed Officers Present: Corby Alexander, City Manager, Clark T. Asking,
City Attorney, Lee Woodward, City Secretary
The City of La Porte Drainage and Flooding Committee met on March 10, 2025,
at the City Hall Council chamber, 604 West Fairmont Parkway,
La Porte, Texas, at 5:30 p.m.
1. CALL TO ORDER - Chair Martin called the meeting to order at 5:30 p.m.
2. CITIZEN COMMENT - There were no comments.
3. Presentation, discussion, and possible action to approve the minutes of the
February 10, 2025, meeting. [Lee Woodward, City Secretary]
Member Engelken moved to approve the minutes of the February 10 2025 meeting
the motion was seconded by Member Williams the motion was adopted 3-0.
4. 100-ACRE-FOOT POND - Presentation, discussion, and possible action
regarding the status of the 100-acre-foot detention pond project near the
Pasadena Convention Center and Brookglen Subdivision, as established in
amended interlocal agreement between the City of La Porte and the City of
Pasadena. [Ray Mayo, Director of Public Works]
Mr. Mayo said the 100% plans were not ready yet, which may push the timeline out
another month.
5. HCFCD PROJECT UPDATE - Presentation, discussion, and possible action
regarding Harris County Flood Control District (HCFCD) and Harris County
Precinct 2 current and future plans related to flood mitigation in the City of La
Porte. [Ray Mayo, Director of Public Works]
Mr. Mayo said the Flood Control District has designed the outfall in Brookglen and is
seeking an easement for the outfall pipe from the City of La Porte which is now before
the Committee for review.
Member Engelken asked for consideration of temporary parking on an adjacent street
during the project and asked that Flood Control be asked to mow its properties again.
Member Encelken moved to accept staffs recommendation to approve the easement
document Member Williams seconded the motiorc the motion was adopted. 3-0.
6. CURRENT DRAINAGE PROJECT UPDATE - Presentation, discussion, and
possible action regarding the status of current drainage projects. [Ray Mayo,
Director of Public Works]
Regarding Bayside Terrace, Mr. Appel said the water line was being tested and
mentioned other items being wrapped up. He said that contractually there were about
two months left on the project to reach substantial completion. Chair Martin expressed
his appreciation for Mr. Appel meeting with the residents recently.
Mr. Mayo said the contract for Brookglen was a little bit behind schedule (8% instead
of 12%). He also said the Northside Neighborhood Project was expected to be
substantially complete by the end of March. He also said there would not be an
expected start date for the F101 project until design was complete but that he believed
construction could start within a year.
7. ADDITIONAL DRAINAGE CONCERNS - Presentation, discussion, and possible
action to provide administrative staff of the City with direction, if necessary,
regarding additional drainage concerns. [Ray Mayo, Director of Public Works]
Member Williams asked for attention from Public Works to some ditches in
Battleground Estates, with some blocked and/or collapsed culverts, particularly at
intersections. She said there was also an Exxon pipeline on P Street that Harris
County needed to give attention to. Mr. Mayo was hopeful some resolution was soon
to come.
8. SET NEXT MEETING - Chair Martin said the next meeting would be April 14
