Askins, City Attorney; Lee Woodward, City Secretary The City of La Porte Drainage and Flooding Committee met on May 12, 2024, at the City Hall Council chamber, 604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m. 1. CALL TO ORDER - Chair Martin called the meeting to order at 5:00 p.m. 2. CITIZEN COMMENT There were no comments. 3. Presentation, discussion, and possible action to approve the minutes of the April 14, 2025, meeting. [Lee Woodward, City Secretary] Member Enaelken moved to aoorove the minutes as Dresented: Member Bentlev seconded the motion: the motion was adopted. 4. 100-ACRE-FOOT POND - Presentation, discussion, and possible action regarding the status of the 100-acre-foot detention pond project near the Pasadena Convention Center and Brookglen Subdivision, as established in amended interlocal agreement between the City of La Porte and the City of Pasadena. [Ray Mayo, Director of Public Works] Mr. Mayo said he hopes the engineer will attend the June meeting to assure the Committee that the changes to the project will not affect the City of Pasadena's agreement made with the City of La Porte. Mr. Askins reminded the Committee that the City of Pasadena was contractually bound by the terms of the Amended Interlocal Agreement, regardless of changes in the Pasadena City Council. He also said he would follow up with the City Attorney for the City of Pasadena. 5. HCFCD PROJECT UPDATE - Presentation, discussion, and possible action regarding Harris County Flood Control District (HCFCD) and Harris County Precinct 2 current and future plans related to Flooding in the City of La Porte. [Ray Mayo, Director of Public Works] Mr. Mayo said Harris County notified the City that it has been awarded a $3.5M grant for Phase II of the Brookglen Drainage Project and that there may be additional grants awarded. Member Engelken asked that staff and the contractor attend each neighborhood meeting. He also expressed concern about the very deep excavations on the site and the contractor's responsibility to prevent kids from accessing them, asking to consider additional safeguards for the construction site. Mr. Mayo said the Northside Neighborhood Project Phase II was closing out this month. 6. CURRENT DRAINAGE PROJECT UPDATE - Presentation, discussion, and possible action regarding the status of current drainage projects. [Ray Mayo, Director of Public Works] Mr. Mayo said bids have been received for the second phase of the Lomax Lift Station consolidation project, a portion of which includes paving and drainage improvements to Coupland Drive; a $3M project funded entirely by the City, to address inadequate drainage. Regarding the Bayside Terrace Project item on tonight's Council agenda, Mr. Mayo said the change in the street base preparation method required additional geotechnical testing that necessitates the additional funding. 7. ADDITIONAL DRAINAGE CONCERNS - Presentation, discussion, and possible action to provide administrative staff of the City with direction, if necessary, regarding additional drainage concerns. [Ray Mayo, Director of Public Works] There were no additional concerns. 8. SET NEXT MEETING - Without objection, the next meeting was set for June 9. 9.
