PRESIDING: Jerry Hodge 1. CALL TO ORDER -Jerry Hodge called the meeting to order. 2. READING OF THE MINUTES - No meeting on April 8 due to Easter Holiday. The minutes o e meeting April 1, 1982 were read and approved without change or deletions. OLD BUSINESS - Article 3 - Division 5 - Section 3.11 (d) was discussed an approve to read with the changes as follows: ARTICLE 3 GIIQERAL PRECAUTIONS AGAINST FIRE DIVISION 5 FIRE PROTECTION AND APPLIANCES: GENERAL PROVISIONS SEC. 3.11 Des~~_a_tion of type and nutnber of ire appd.iances or systems to be insta~~ed and maintaine . d All bui dings required by the Fire Code or Building Code to have a sprinkler system for fire protection shall have a wet sprinkler system. The design and installation of said system shall be as per N.F.P.A. 13 specifications. NOTE: In addition to the aforementioned requirements: 1,2,3,4,5 as follows shall also be required. (1) ASSEMBLY OCCUPANCIES (a) All Class A assembly occupancies shall be totally sprinklered. (b) When Class B assenbly occupancies are located in a building above the level of exit discharge, the building shall be totally sprinklered. (c) When Class C assembly occupancies are located in a build- ing two (2) stories or more above the level of exit dis- charge, the building shall be totally sprinklered. (2) BUSINESS OCCUPANCIES Business occupancies three (3) stories or more in height shall be totally sprinklered. (3) RESIDENTIAL~CUPANCIES (a) Hotels, motels, dormitories and lodging or roaming houses three (3) stories or more in height with exterior means of egress shall be totally sprinklered. (a-1) Hotels, motels, dormitories and lodging or rooming houses two (2) stories or more in height with interior means of egress shall be totally sprinklered. (b) Apartment building three (3) stories or more in height with exterior means of egress shall be totally sprinklered. (b-1) Apartment buildings two (2) stories or more in height with interior means of egress shall be totally sprinklered. (4) All buildings totally sprinklered shall have an electrically supervised water flaw alarm installed as per N.F.P.A. 72C specifications to transmit an alarm to the Fire Department dispatch office. (5) All sprinkler systems with twenty (20) or more sprinkler heads shall have a Fire Department connection. EXCEPTION In buildings with sprinkler systems that have four (4) sprinkler heads or less, all applicable N.F.P.A. 13 specifications shall be satisfied except: (1) The water supply may be furnished from the domestic water supply line if said water supply is adequate to meet the sprinkler system requirements. (2) The sprinkler system tap on said water supply line shall be made before the water meter. (3) The sprinkler system water supply line shall not have any interven- ing valves or connections, except for an emergency sprinkler system shut-off valve located outside the protected area in an accessible location. (b) Local application systems are subject to the approval of the Fire P7arshal and shall comply with one or more of the following N.F.P.A. Pamphlets Nubmers 11,11A,11B, 12,12A,12B,15,16,17,18, and 69 as applicable. (c) Application of fire extinguishing equipment requirements where automatic sprinklers, etc., are installed. Where a building, portion of a building or area is protected by an approved automatic sprinkler system or automatic chemical extinguishing system, then the number of portable fire extinguishers or standpipe systems required to be provided by this code may be reduced to the number deemed necessary by the Fire Marshal or his designated representative to adequately protect any specific hazardous operations or equipment housed within such building, portion of a building or area. L1 Wet All buildings required by the Fire Code or Building Code to have a standpipe system for fire protection, shall have a wet standpipe system. The design and installation of said system shall be as per N.F.P.A. 14 specifications. NOTE: In addition to the aforementioned requirements, the following shall also be required. (1) Standpipe staiions shall have on outlet with one hundred feet (100') o hose and adjustable nozzle attached. have one, two and one half inch (22") cap. Class I liquids shall be transferred from underground tanks by meaas of fixed pumps so designed and equipped as to allow control of the flow and to prevent leakage or accidental discharge. Supplemental means shall be provided outside of the dispensing device whereby the source of power may be readily discormected in the event of fire or other accidents. Dispensing devices for flammable or combustible liquids shall be U.L. rated or Factory Muutual approved type. Flammable and combustible liquids shall be dis- pensed by U.L. rated or Factory Mutual approved pumps taking suction through the top of the container. All devices and/or pumps approved for the dispensing of flammable and combustible liquids shall be maintained in a safe and servicable condition, as directed by the Fire Marshal. When devices and/or pumps are found not to be maintained in a safe and servicable condition, the use of said devices and/or pump shall be discontirxued immediately, until proper repairs are completed and the device and/or pump has been reinspected and approved for the use by the Fire Marshal. Flammable and combustible liquids shall not be dispensed by a device that operates through pressure within a storage tank or container unless the tanks or container has been approved as a pressure vessel for the use to which it is subjected. In no case shall air or oxygen pressure be used for dispensing flammable and combustible liquids. This section does not prohibit use premitted by Section 16:36. (b) Supervision. Every service station open to the public shall have an attendant or supervisor on duty whenever the station is open for business. (1) On any retail service station dispenser accessible to the public, the nozzle shall be a listed automatic closing type. (c) Location generally (1) Dispensing devices at automatic service stations shall be located a minimum distance of ten (10) feet from a property line and so located that all parts of a vehicle being serviced will be on private property. (3) (2) Dispensing devices at automobile servi~ stations shall be located not less than ten (10) feet from any building. Such dispensing devices shall also be located so that the nozzle, when hose is fully extended, shall not reach within five (5) feet of any building opening. (3) All dispensing devices shall be protected against physical damage from vehicles by mounting on a concrete island of a mininaan of six (6) inches in height or surrounded by four (4) inch concrete filled pipes, or both. (d) Dispensing devices inside buildings shall be prohibited. (e) Electrical controls. (1) Any pump motor circuit shall be energized by a switch located on each dispencer cormected to it which shall be operated by recroval or replacement; or replacement of the nozzle in its bracket. (2) A clearly labeled manually operated pump master switch shall be provided in an approved location, within seventy-five (75) feet of, but not nearer than fifteen (15) feet to, any dispencer. Where such master switch is not visible from all dispencers, the location thereof shall be indicated by approved signs. (3) Sign identifying the pump master switch shall be labeled "EN]ERGENCY PUMP SHUT-OFF". Letters to be not less than three (3) inches high on contrasting background. This sign will be mounted by the breaker box in which the emergency pump shut-off breaker is located. (4) The master switch on all individual pump circuit switches shall be set in the "off' position before closing the service station for business at any time. (f) Special types dispencers. Approved special dispensing systems such as remote preset types, are permiteed at service stations provided there is at least one qualified attendant on duty .while the station is open to the public. The attendant's primary function shall be to supervise, observe and control the dispensing of Class I liquids while said liquids are being dispensed. It shall be the responsibility of the attendant to prevent the dispensing of Class I liquids into portable containers not in compliance with Section 16.40 control sources of ignition, and to immediately handle accidental spills and fire extin- guishers if needed. (1) The attendant or supervisor on duty shall be capable of performing the functions and assuming the responsibilities covered herein. (2) Emergency controls shall be installed at a location acceptable to authority having jurisdiction, but controls shall be not more than one hundred feet (100') from dispencers. (3) Instructions for the operations of dispencers shall be conspicLwvsly posted. (4) Remote preset type devices are to be in the "off' position while not in use so that dispencer cannot be activated without the knowledge of the attendant. NEW BUSINESS - Article 16 - Division 6 - Section 16.40 was discussed an~~e~for further study . FIRE CODE REVISION Artic e - Division 7 - Section 16.43 was read and approved as follows: ARTICLE 16 FLAN~IABLE AND COMBUSTIBLE LIQUIDS DIVISION 7 VEHICLES TRANSPORTING FLAN~IABLE AND/OR COMBUSTIBLE PRODUCTS t required or oneratian: DOT regulations; and name or (4) • (a) All vehicles transporting flammable and/or c~tible products operating within the City lunits of La Porte shall be in complaince with all regulations in this article and all DOT regulations, whichever is more stringent. All vehicles transporting flammmable and/or combustible products shall not be operated without a valid permit. L.P. gas trucks shall be considered to be in complaince with this section while possessing a valid "Form 4 Card" issued ceder the rules of Docket 1 of the L.P, gas division of the Texas Railroad Commission. (b) All vehicles transporting flammable and/or combustible products shall have conspicuous placard signs as per DOT regulations regarding color, size and placement of signs on vehicles. (c) The responsible company or owning company name or corporate symbol to be permanently displayed on each vehicle. (d) All vehicles transporting flammable and/or combustible products shall not be operated unless they are in proper repair. SEC. 6. Truck Routes a A vehic es transporting flammable and/or combustible products shall follow the preset truck routes as prescribed in Article 5 of the City of La Porte Code or Ordinances and shall deviate from these routes only to make deliveries.
