MINUTES OF THE FIREFIGHTERS' PENSION BOARD OF TRUSTEES
February 9,2005
1. Call to Order
Chairman Johnny Jones called the meeting to order at 7:07 p.m.
Trustees Present: Johnny Jones, Bruce Compton, John. Joerns, Jeff
Suggs and Gary Swilley.
Trustees Absent: Mark Campise and Jack Oliphant.
Others Present: None.
2. Administer Oath of Office
Melisa Lanclos - City M.anager's Office administered the Oath of Office to
Trustees: Johnny Jones, Bruce Compton, John Joems, Jeff Suggs and
Gary Swilley
3. Approve minutes of January 12, 2005 meeting
Minutes were read by Secretary Bruce Compton. Motion was made to
accept as read by Trustee John Joerns and seconded by Trustee Gary
Swilley. Motion carried unanimously.
4. Review and discuss action by the La Porte City Council regarding
appointment by local governing body
Trustee John Joerns reported he was duly appointed by City Council as
representative of the governing body of the city.
5. Consider approval or other action ratifying the appointment by the
Volunteer Fire Department of five board members
Trustee John Joerns reported on the findings of City Attorney relative to
the appointment of a city employee as a volunteer firefighter to the board
of trustees. It was determined as legal and acceptable by written
acknowledgement of volunteer appointment being a city employee signed
by Trustee Gary Swilley. (Letter attached)
Motion was made by Trustee John Joerns to approve this action and ratify
the appointments of Bruce Compton, Johnny Jones, Jeff Suggs, Gary
Swilley and Mark Campise. Motion was seconded by Assistant Chairman
Jeff Suggs and carried unanimously.
6. Consider approval or other action regarding appointment by the
board of two La Porte residences
Chairman Johnny Jones reported that due to the resignation of Trustee
Mike Boaze as representative of the governing body and the
reappointment of John Joerns from city resident trustee to representative
of the governing body, there is need to fill the city resident vacancy.
Motion was made by Assistant Chairman Jeff Suggs to accept Tom Dye
and Jack Oliphant as city resident trustees. Motion seconded by Trustee
Gary Swilley and carried unanimously.
7. Elect chairman from members of the board
Motion was made by Assistant Chairman Jeff Suggs to reelect Trustee
Johnny Jones as chairman for another term. Motion seconded by
Secretary Bruce Compton and carried unanimously.
8. Adopt Roberts Rules of Order for conduct of local board of trustees
Motion was made by Trustee John Joems to adopt the most recent edition
of Robert's Rules of Order. Motion seconded by Trustee Gary Swilley and
carried unanimously.
9. Review and adopt the 2004 Annual Report
Chairman Johnny Jones reviewed the annual report as submitted to the
state on Monday, February 7,2005.
The board reviewed the standing of certain participants and requested
several revisions. (Attached)
Motion to accept the report as submitted was made by Trustee John
Joerns and seconded by Assistant Chairman Jeff Suggs. Motion carried
unanimously.
10. Review and discuss other matters related to:
a. The pension reporting and accounting changes
b. Responsibilities and membership of the local board
c. Standards for membership of the pension system
d. Pension participation and funding of nearby departments
Chairman Johnny Jones discussed the new state database and
responsibilities of the local board.
Trustee John Joerns discussed requirements for certification of physical
fitness.
Chairman Johnny Jones appointed Firefighter Greg Bremer to prepare a
baseline comparison of pension funding.
11. Adjournment
There being no further business, the Fire Fighters' Pension Board of
Trustees was duly adjourned at 8:16 p.m.
