MINUTES OF THE LA PORTE FISCAL AFFAIRS COMMITTEE
January 23, 2006
1. Call to Order
The meeting was called to order by Councilman Chuck Engelken at 5:00 p.m.
Members of Committee Present: Councilmembers Barry Beasley, Tommy Moser and Chuck
Engelken.
Members of Committee Absent: Councilmember Howard Ebow and Councilmember Louis Rigby.
Members of City Executive Staff and City Employees Present: City Manager Debra Feazelle,
Assistant Finance Director Michael Dolby, City Secretary Martha Gillett, Secretary Shannon
Green, Assistant City Secretary Sharon Harris, Assistant City Manager Cynthia Alexander,
Planning Director Wayne Sabo and Assistant City Manager John Joerns.
Other citizens: Mr. Pederson of Null Lairson, Jim Counts of Habitat for Humanity.
2. Consider approval of Minutes of Regular Meeting of La Porte Fiscal Affairs Committee Minutes
held on October 24, 2005.
Motion was made by Committee Member Beasley to approve the minutes as presented. A second
by Committee Member Moser. The motion carried.
Ayes: Beasley and Moser
Nays: None
Abstain: Engelken
3. Assistant City Manager Cynthia Alexander presented the Reading File on Regional Issues. She
advised the committee to call if they had any questions. It was suggested the information be
provided to Mayor and Council as well. Staff noted the information would be forwarded to Mayor
and Council.
4. Assistant Finance Director Michael Dolby provided the fourth quarter (FY 2005) Investment Report.
He noted the overall portfolio performance has been good.
5. Assistant Finance Director Michael Dolby introduced Mr. Pederson of Null/Lairson who provided
the 2005 Audit Report.
Mr. Pederson made the following statements as required by law:
The City was issued an unqualified audit opinion. This is the highest rating a City may receive.
Mr. Pederson provided an overview of a power point presentation. A copy of the presentation is
attached to these minutes.

It was noted there was a minor problem in the Single Audit with the quarterly investment report,
however corrections have already been made.
All prior year's audit comments have been resolved.
There were no significant items to be reported and staff was complemented.
6. Review request for Habitat for Humanity Regarding Acquisition of the Delinquent Properties
Assistant City Manager John Joerns provided the committee with an overview of the request.
The committee directed staff to move forward on property to secure market value price.
Jim Counts of Habitat for Humanity noted they are seeking additional property in the City of La
Porte and have also been working with the Port of Houston on property they own.
7. Assistant Finance Director, Michael Dolby provided the credit card report.
Mr. Dolby noted there were no charges out of the ordinary to be reported. He noted the hotel
charge for John Joerns on Ms. Feazelle's credit card has been reversed by the hotel.
8. Administrative Reports.
Staff had no administrative items to report.
9. Committee Comments
Committee members Moser and Engelken made comments.
10. Adjournment
There being no further business to come before the Committee, the meeting was adjourned at
5:38 p.m.
Motion was made by Committee Member Beasley to adjourn. A second by Committee Member
Moser. The motion carried.

Quarterly Investment Report
For the second quarter of the 2006 fiscal year, the City's investment portfolio yield has been between 3.76%
and 4.02%. The average return on the portfolio for the second quarter of the fiscal year was 3.91%, which is
still below the average yield of our benchmark, which was 4.60% (see graph below). The current year to date
interest earned for the 2006 fiscal year is $650,395, which is approximately $160,000 more than projected at
this time.

Quarterly Investment Report
For the second quarter of the 2006 fiscal year, the City's investment portfolio yield has been between 3.76%
and 4.02%. The average return on the portfolio for the second quarter of the fiscal year was 3.91 %, which is
still below the average yield of our benchmark, which was 4.60% (see graph below). The current year to date

Quarterly Investment Report
For the second quarter of the 2006 fiscal year, the City's investment portfolio yield has been between 3.76%
and 4.02%. The average return on the portfolio for the second quarter of the fiscal year was 3.91%, which is
still below the average yield of our benchmark, which was 4.60% (see graph below). The current year to date
interest earned for the 2006 fiscal year is $650,395, which is approximately $160,000 more than projected at
this time.

At March 31st the City's portfolio consisted of 43% in Agency Notes, 37% in Texpool, 15% in TexSTAR
and 5% in Logic (see pie chart below).

The Fed has increased the overnight rate eight times since December 2004, and is likely to increase the rate a
few more times before they are through. The current overnight rate as of March 28th is 4.75. With that said,
our main focus is to continue to ladder the portfolio.
At the end of the second quarter, the City's portfolio consisted of 57% of the portfolio maturing overnight
(see graph below). 20% of the City's portfolio matures in one year, 18% of the City's portfolio matures in
12-24 months and 5% of the portfolio matures in over 2 years.

Currently, the 3-month T-Bill is at 4.63%; 2 year, at 4.73%; 5 year, at 4.72%; and, the 20-year is at 4.91 %

Council requests of specific staff time and requests from the City Attorney's office. We
need to have these requests go through the City Manager's office and should be requested
by more than one council person. Normal requests should still go through the City
Manager's office but requests requiring significant staff time should be a requests of
interest of a significant number of councilmen. In no case should any Council Member go
directly to the City Attorney's office for information as this is an issue with budget
impact.

FISCAL AFFAIRS COMMITTEE
Purpose: An audit/fiscal affairs committee is a group of individuals appointed by the
legislative body. They are given responsibility for overseeing audit procurement and
monitoring the selection of the independent auditor to the resolution of audit findings. The
members of the fiscal affairs committee collectively posses the expertise and experience in
accounting, auditing, and finance reporting required to understand and resolve issues raised
by the independent audit of the financial statements.
Term: Until Replaced
