MINUTES OF THE SPECIAL CALLED REGULAR MEETING OF THE FISCAL AFFAIRS COMMITTEE
February 8, 2010
1. Call to Order
The meeting was called to order by Chairman Chuck Engelken at 5:00 p.m.
Members of Committee Present: Board Members Chuck Engelken, Louis Rigby, Tommy
Moser and Daryl Leonard
Members of Committee Absent: None
Members of City Council, City Executive Staff and City Employees Present: City Manager
Ron Bottoms, Assistant City Manager John Joerns, Director of Finance Michael Dolby,
Controller Phyllis Rinehart, and City Secretary Martha Gillett
Others present: None
2. Consider approval of Minutes of the Regular Meeting of Fiscal Affairs Committee held
October 26,2009.
Motion was made by Committee Member Rigby to approve the minutes as presented. A
second by Committee Member Moser. The motion carried.
Ayes: Engelken, Rigby, Leonard and Moser
Nays: None
Abstain: None
Absent: None
3. Receive and review First Quarter (FY 2010) Investment Report
Finance Director Michael Dolby provided an overview of the First Quarter (FY 2010)
Investment Report.
Mr. Dolby turned this item over to Ms. Rinehart to make the presentation.
4. Receive and review month of September, Fourth Quarter (FY 2009) Purchasing Card
Expenditure.
Finance Director Michael Dolby provided an overview of the September, Fourth Quarter (FY
2009) Purchasing Card Expenditure.
Council had several questions as follows:
Why was fencing purchased from an air conditioning company?

Why was an item described as workers compensation? Committee Member Rigby requested
the description be changed on this item.
Why did the Police Department purchase a printer for the OSSI? Should the purchase have
been done on the lease agreement?
What was the purchase in the Police Department for a school that was paid to Safari Land?
Staff will research and provide the committee with answers.
5. Receive and review First Quarter (FY 2010) Purchasing Card Expenditure
Finance Director Michael Dolby provided an overview of the First Quarter (FY 2010)
Purchasing Card Expenditure.
A purchase made in the Code Enforcement Division at Fisher's Hardware needs a better
description on the type of supplies purchased.
Why was a purchase in the Police Department for scales calibration billed in two transactions?
Staff will research and provide the committee with answers.
The committee requested staff to provide them with a report by vendor on the amount spent
with each vendor.
6 Administrative Reports
Finance Director Mr. Dolby informed the committee the City is looking at refunding debt and
issuing new debt for drainage, parks and public works improvement projects. Approximate
new debt to be 10-14 million dollars.
Mr. Dolby also informed the committee the audit will be ready to be presented in March.
7. Committee Comments

A. Recognition of community members, city employee, and upcoming events
B. Inquiry of staff regarding specific factual information or existing policy
There were no committee comments.
8. Adjournment
There being no further business to come before the committee, the meeting was adjourned at
5: 22 p.m.
