HomeMy WebLinkAbout03-11-19 Fiscal Affairs Committee Minutes F CHUCK ENGELKEN,CHAIR % JAY MARTIN Councilmember District 2 - Councilmember District 5 JOHN ZEMANEK c3 m NANCY OJEDA Councilmember,At Large A I Councilmember District 6 Alternate MINUTES OF MEETING OF FISCAL AFFAIRS COMMITTEE MARCH 11, 2019 The Fiscal Affairs Committee of the City of La Porte met on March 11, 2019, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas,at 5:00 p.m.,with the following in attendance: Committee members present: Chuck Engelken, John Zemanek, Nancy Ojeda (Councilmember Ojeda arrived following minutes approval), Jay Martin Council-appointed officers present: Corby Alexander, City Manager, Lee Woodward, City Secretary 1. Call to Order—Chairman Engelken called the meeting to order at 5:00 p.m. 2. Consider approval or other action regarding minutes of the meetings held on December 10, 2018, and January 14, 2019. [Lee Woodward, City Secretary] Committee member Zemanek moved to approve the minutes: the motion was adopted 3-0. 3. Receive and review First Quarter(FY2019) Investment Report. [Shelley Wolny, Treasurer] Michael Dolby, Finance Director, provided the report. 4. Receive and review months of September, October, November(FY 2018) Purchasing Card Expenditures. [Cherell Daeumer, Purchasing Manager] Cherell Daeumer, Purchasing Manager provided the report. There were no reports. 5. Receive presentation of the 2018 Comprehensive Annual Financial (CAFR) Report. [Michael Dolby, Finance Director] Lupe Garcia, CPA, and Laura Lynch, CPA, of WhitleyPenn, provided the 2018 Comprehensive Annual Financial Report (CAFR). They confirmed the audit was conducted in accordance with Government Auditing Standards, was free of material misstatements, issued the City an unmodified or "clean" opinion, and noted the City implemented GASB No. 75. 6. Set date for next meeting. [Michael Dolby, Finance Director] The next date of the meeting was set for May 13, 2019. 7. Administrative Reports. [Corby Alexander, City Manager] There were no reports. 8. Committee Comments — Hear announcements concerning matters appearing on the agenda; items of community interest; and/or inquires of staff regarding specific factual information or existing policy from the Committee members, and City staff,for which no formal action will be discussed or taken.
