MINUTES OF MEETING OF FISCAL AFFAIRS COMMITTEE
J U LY 103 2023
The Fiscal Affairs Committee of the City of La Porte met on July 10, 2023, at the City Hall
Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 4:30 p.m., with the
following in attendance:
Committee members present: Jay Martin, Rick Helton, Brandon Lunsford (arrived at 4:31 p.m.,
just after item 3a)
Committee members absent: Chuck Engelken
Council -appointed officers present: Corby Alexander, City Manager; Lee Woodward, City
Secretary
1. CALL TO ORDER — Member Martin called the meeting to order at 4:30 p.m.
2. CITIZEN COMMENT (Generally limited to five minutes per person; in accordance with state
law, the time may be reduced if there is a high number of speakers or other considerations.)
There were no public comments.
3. STATUTORY AGENDA
a. Presentation, discussion, and possible action to approve the minutes of the Fiscal
Affairs Committee meeting held on April 24, 2023. [Mayor Pro Tern Engelken, Chair]
Member Helton moved to approve the minutes of the meeting held on April 24, 2023; the
motion was seconded by Member Martin; the motion was adopted, 2-0.
b. Presentation, discussion, and possible action to recommend to the City Council the
selection of Pattillo, Brown and Hill for professional auditing services for FY ending
September 30, 2023, through September 20, 2027. [Michael Dolby, Finance Director]
Member Martin noted the end date should be September 30, 2027, not September 20.
Member Helton moved to recommend to the City Council the selection of Pattillo, Brown
and Hill for professional auditing services for FY ending September 30, 2023, through
September 20, 2027; the motion was seconded by Brandon Lunsford; the motion was
adopted, 3-0.
c. Presentation, discussion, and possible action to receive and review the Purchasing
Card expenditures for March 2023, April 2023, and May 2023. [Cherell Daeumer,
Purchasing Manager]
Member Martin noted that some memberships had been renewed shortly before some staff
members left the City.
4. SET NEXT MEETING
The investment report was provided to the members. November 13 was set as the date for the
next meeting.
5. ADMINISTRATIVE REPORTS
There were no reports.
6. COMMITTEE MEMBER COMMENTS Hear announcements concerning matters appearing on
the agenda; items of community interest; and/or inquiries of staff regarding specific factual
information or existing policy from the Committee members and City staff, for which no formal
action will be discussed or taken.
There were no comments.
