The first item of old business was a review of final
discussions with American Golf.
Mr. Stan Sherwood called roll. Those present; Dave Brady, Dick
Hayes, Mr. Roper, Rudy Wheeler, Jack Humphrey and Dennis Dunham
and Financial Advisor's Dave Fetzer and Pete Fisher with
Moroney & Beisner.
Item 4~1 - On December 8th the City Council did authorize the
City Manager to visit with American Golf Corporation and enter
into initial negotiations. That direction was given as a
result of a recommendation which came from this board to the
City Council. A tax certificate which was reviewed by
Financial Advisor, Dave Fetzer, prohibiting the City of La
Porte, Texas from entering into a long term contract with any
outside management corporation. Dr. Wheeler suggested that the
City could employ a golf professional or some type of
professional that could be a salaried individual and could have
incentives based on incidentals other than the green fee or~
buggies on a contraci.;ual basis. Bob Herrera responded saying
if they're willing to enter into a contract that won't be
longer than five years with a 2-year escape clause for the
City, then that's possible. Dave Brady, suggested that they
make that one of the items for the next meeting. John Joerns
passed around a handout for the members which included a review
of progress made and a status report., The first item was the
Design Contract with Riviere-Marr Incorporated.
_ Dennis Dunham asked if the driving range was too far away, did
they change that? Mr. Joerns responded that the designer
relocated the maintenance facilities and the cart storage
facility away from Wharton Weems Boulevard to the area
immediately East of the 1st Street ROW. Dave Brady, commented
that looking at what~s completed down the line we have had a
lot tremendous work done by in-house staff and they've put
themselves in a position to know as much or more about a Golf
Course than most cities ever get down the line.
The next item discussed was the progress for Civil Engineering
Services with Espey Huston & Associates retained to prepare a
design engineering report that addressed the effluent transfer
line and the Golf Cart Pedestrian Tunnel.
Item C is the architectural services with Ray de la Reza
Architect recommended by staff to perform the Architect
Services necessary for the design of the club .house facility, a
maintenance shop building, an open air cart storage and a
. parking lot. This proposed contract has not been taken to
Council for approval and negotiations have been suspended.

Item D is progress of services that have been provided by the
City; i.e. working with the design firm on the plans and specs,
application for the amended waste discharge permit, technical
reviews, and publication of a notice of application in the
newspaper to give the community an opportunity to respond to
the application.
The next item that we provided in-house was to establish
project control for construction layout and the construction
staking, route layout and the routing, including boundary
survey and the lakes.
Additional in-housework includes the design and preparation of
plans and specifications for the entrance road, the waterline
and the sewer line that will serve the maintenance facility and
pro shop facility.
The City is also providing the rough clearing in-house.

Item 5.was also taken on in-house, providing the survey base
line and the data for the design of the effluent transfer
system.
The expenses associated with these items 1-5 have been absorbed
by the operation budgets of the departments involved except for
the costs associ-aced with the machinery.
The boundary survey and the preparation of the legal
description of the pl,~t was completed long ago.
Pat O'Mally passed out copies of the schedule and discussed
each item from start to completion and demonstrated how the
course could be completed this year.
The committee discussed getting the community involved by
having a contest to name the course. A committee will be
set-up to judge.
The committee also discussed items for the next meeting which
should include how to manage the course for the long and short
term, critical points, greens-keeper, and budget.

The designer shall assist the City in the award and
administration of the construction contract to insure the
facilities are built in accordance with the contract documents,
plans and specifications. The designer shall also assist City of
La Porte in reviewing and approving any proposed changes in the
scope of the work.

The consultant has been retained to prepare a Design Engineering
Report, that addresses (1) the effluent transfer pumping station,
(2) an 8-inch force main with appurtenances, and (3) golf cart/
pedestrian tunnel for review by the City. Upon approval, the
consultant shall prepare construction drawings and develop
contract documents and specifications. If authorized, the
consultant shall also provide contract administration services.

• The firm of Rey de la Reza AIA Architects, Inc. has been
recommended by staff to perform the architectural services
necessary for the design of a club house facility, a maintenance
shop building, an open air cart storage, and a parking lot.
Because of the discussions with American Golf, this proposed
contract has not been taken to Council for approval.
The Architect has been notified of the City's position and
negotiations have been suspended until the City reviews its
financial position, as it may be necessary to reduce the proposed
scope of work.

The consultant provided professional surveying services to
conduct a boundary survey on the land acquired for the La Porte
Municipal Golf Course. The contract included the setting of
pertinent boundary corners and the preparation of a final survey
map and legal description.
