. ~ .. .. • GOLF COURSE ADVISORY BOARD MINUTES OF MEETING FEBRUARY 18, 1988 THOSE PRESENT Advisory Board David Brady, Chairman Lloyd Roper Reed Tolles Dennis Dunham Richard Hayes Ruede Wheeler City of La Porte Joel Albrecht Alex Osmond Dennis Hlavaty Nina Bergeron, Secretary Meeting was opened by David Brady, Chairman at 12:00 PM ITEM N0. 1 A motion was made by and seconded to approve the minutes of the February 4, 1988 meeting. (Dennis Dunham ask that the minutes refer to Dennis Hlavaty as the Greens keeper, in order to keep any confusion from occurring). • ITEM N0. 2 Review of status of golf course. The Board was brought up to date on the drainage problem at the golf course and the status of correcting it by Carter Golf, Inc. This type of problem is normal with any course during construction. Dennis H. again assured the Board that the problem would be complete before Carter Golf, Inc. left the job site. Staff has contacted the consultant, which has contacted Carter Golf in relation to this problem and the work is being done. Alex 0. also brought up the fact that some of the greens were not satisfactory. He said a letter had been sent to Mr. Riviere about Nos. 1,3,9 and practice greens. We are asking him to resprig them and we are not accepting them and at this time we are waiting on his reply. Waiting to review greens Nos. ~t,5,6,8; because these were planted later. Tees and fairways are looking good and expected to take off. Richard Hayes asked if the course would be hit again with fertilizer. Dennis H. said as soon as everything "greens up" and we are reasonably sure there won't be any more freezes, the course will be fertilized again; could have to be flown in as many as two (2) times. David B. asked Dennis H. about the irrigation and what areas might need special attention. Dennis H. said there were a few areas, (the very front of No. 18 green) . MINUTES OF FEBRUARY 18, 1988 MEETING PAGE 2 If your standing on the fairway side of the water looking at the green, they put a sprinkler way over to the left by the cart path and you can see it sticking up, all this waters is the sand trap, should have put one between the trap and the water. A few places where they positioned sprinklers that are just not right (ladies tee boxes, etc.). No. 18 is an example, a sprinkler is going to have to be added here and placed up by the lake on the south end, so it will water the ladies tee. Another one would be No. 14, it waters during the summer the way it's set up now, but in the fall and winter time it can't get any water with a north wind. No. 13, Championship tee, they only put a sprinkler in front and not in back, so there is no grass growing on the back of this tee box. No. 16 fairway, the left side before you get to the green between the center of the fairway and cart path there is just one row of sprinkler heads and no grass growing to the south. David asked that wouldn't now be the time to get these items taken care of during this stage, before we go any further and have to go back later and tear up the greens, etc. Richard H. asked if a dollar figure had been established to make these corrections. Joel said at this time we did not have an estimate, but that we would be doing additional sprinkler work for some time, this will be done before opening. Dennis D. brought up the fact concerning the liability we could have at the tunnel crossing and expressed a concern with children or spectators looking over and the possibility of falling in. Joel told him that the City would be checking into putting fencing up for protection. ITEM N0. ~ ether Business Dennis D. asked about companies/industries adopting a fairway. He said he had been approached about this and wanted to get the Board's reaction. This would mean that the company/industry that adopted the fairway would supply the "little extra" things for beautification, etc. (shrubs, tee signs). Mr. Hayes said that a lot of course do this and it works out for the benefit of the course, many buy the tee markers and in return the sign • will bear their name (sponsored by). Joel told the Board to remember that all the hole markers, score cards and big sign for golf course are being made free for us through advertising. These signs will be replaced if damaged for the City. ~, MINUTES OF THE FEBRUARY 18, 1988 MEETING PAGE 3 Joel also informed the Board that the bids have been received and opened for the parking lot/ entrance road to the golf course. We received good bids for concrete and Staff recommended to Council and Council has accepted the concrete paving. Base bid on the concrete was $136,000.00. Next item brought up was the status on the club house. The plans and specifications were put out for bid on Tuesday and it seems we are going to have a large number of contractors picking up packets. This should mean that we will get some real good bids. Status of the cart storage/maintenance buildings - specifications have been completed and we will be getting with contractors to discuss these. These should go out for bids around the last of this month (February). At this point Dr. Wheeler brought up a question about used equipment for the course to start out with. Joel explained that Staff had searched for used equipment and that there is none to be had. He said that we did purchase two (2) used/rebuilt walk behind greens mowers. TOURNAMENT/ANNUAL FEES Alex said he felt that we should schedule as many tournaments as we possibly can. If this starts to interfere with our regular players, then we can cut back. The Board agreed that Alex was in full charge of any and all tournaments and he was to use his discretion. Some tournaments discussed were charity, Rotary, etc. Annual fees - Alex felt that we should have a sign up sheet/questionnaire for players after the course is open, to see how they feel about an annual fee. David at this point brought up the possibility of "Charter Members". Dr. Wheeler felt this would be to the advantage of the golfers instead of having to pay for green fees, especially for people who play 2-3 times a week. The annual fee was discussed by each member of the Board and in general each felt the same way; that an annual fee might be to the benefit of the golf course and its players. No final decision was made on this matter. • A committee was made up of Alex Osmond, David Brady and Dr. Ruede Wheeler to do some research of other courses and come up with some recommendation for "Charter Membership" and annual fees. A questionnaire made up and mailed out by Joel was also suggested, this would give citizen input on the subject. • MINUTES OF FEBRUARY 18, 1988 MEETING PAGE 4 MEETING TIME Joel brought up the fact that Thursday's seemed to be the perfect day to hold the Golf Course Advisory Board Meeting. It seemed that all members were able to attend on this day. The Board agreed and so the day of the meetings were changed from Wednesday to Thursday. Also the meetings will be held every three (3) weeks, or once a month. There being no further business the meeting adjourned at 1:15 PM. This agreement is non-cancelable by COURSE during its term and any extension thereof.
