ITEM_N0.__2~; A motion was made by Richard Hayes and seconded by Reed Tolles to approve the minutes of the April 7, 1988 meeting with the following amendment: Page 3, paragraph 3; motion shown to be'iz~ade by Reed Tolles that the Board opposed the awarding of the clubhouse without including the deck, or considering the deck as an alternate. This was not to be shown as a motion, he was just wanting it understood that that was his feeling on the subject and wanted this on record only. David Brady said to put his name as making it a motion. ITEM_NO,,_3; ~.~'ATU~ OF_GOL..~_.~OU$~.E: Alex gave the report on the golf course status. He said that the grass was looking great. The fertilizing program is going good and they are having to mow 2-3 times per week. In general, everything is going real good and the course is starting to look nice. Alex said that next they would start the top dressing program soon, but right now Dennis H. didn't have the place to put the material for this, until the parking lot is complete. Going to try to have this next week (1st. week in May). Bunkers should be coming up soon, we are going to have some high school students coming in to help with these. • GOLF COURSE ADVISORY BOARD MEETING MINUTES OF APRIL 28, 1988 PAGE 2 In all the course seems to be coming along real good, cleaning up the cart paths, etc. will be the last things to be done. Dennis Dunham said that it was his understanding that once they finish the parking lot we were going to get the driving range open ("that's from last year's conversation), is this still right and does it just hinge on the parking lot being finished? Alex told him that no one could be allowed in until the parking lot was finished and yes, they still plan to open the driving range ahead of time. Bob H. said we might not say "ahead of time", but that it would be one of the first things to open on the golf course. Joel stated in terms of time table, they anticipate pouring the rest of the concrete for the parking lot Friday, April 29th and then it will take a minimum of a week "cure time" before equipment can be driven in across it. • Joel stated that the first thing to be brought in will be the portable office cae will be moving there. After that, the driving range will be made available. Dennis Dunham's other question was, wouldn't it be feasible to come up with proximity date for opening the golf course in 1988? He said the citizens are coming up with many different dates and he felt everyone should agree on one date. After discussion the Board agreed that the date for the driving range would be July 15th and the course date would be September 1, 1988. ITEM N0. 4: ~ PE ORT Or1 THE CITY_~„OUNCIL_MEETING O~APRIL_ 2~,,.Y1~.$8 Bob H. stated that at the meeting of City Council the Council did received information from the Golf Course Advisory Board. On an item of this nature the Council does like to spend time reviewing it and so a workshop was scheduled for May 9, 1988 starting at 6:00 PM. Bob stated that they liked the basic packet treat was presented. One of the areas that they are looking at is the wording of the "Charter Membership". David stated that the wording "Charter Membership" was used for people who don't play golf, but want to be a part of the golf course and in on the beginning. Richard Hayes said • he felt for the golfer it is just a way of prepaying his green fees, but for someone that is not a golfer, it's a way to show his/her support for the golf course. There • GOLF COURSE ADVISORY EOARD MEETING MINUTES OF APRIL 28, 1988 PAGE 3 are not special perks, or prestige involved, it's just a good way to raise capital. David said that the Board will certainly attend the workshop with the same vigor and professionlism as always. David stated that he still strongly supports an up-front membership, this is done to help with expenses at the beginning of any new golf course. Jim Longnecker said that he would not be at the workshop on May 9th, he has already stated his opinion to Council at the City Council meeting. He stated he wouldn't be saying anymore about the fees as he has had his say and so whatever they come up with suits him fine, but he still felt the citizens of La Porte should get a break on the green fees. Richard Hays stated at this time that if the words "Charter Membership" is offensive to some people, then "Annual Membership" could be used. • Dennis Dunham asked if the workshop was going to be on anything besides the golf course fees, he was under the impression that it was for other items also. Alton Porter told him that the workshop is for the fees only and trying to settle that issue. Reed Tolles said that if fees were going to be set they need to be fees that will pay for the course. He said you can't just go in and say let's set fees, there are things to be considered. Mr. Herrera informed the Board that Council does have the entire packet that was also presented to them. This packet includes the Debt Retirement, Projections, etc. At this point Dennis Dunham said the figures show that we are in the hole, $12,000.00 in one place, now, the principal and interest money is still going to have to come from some place. Mr. Dunham said there are no fees listed for all the other things we are going to have to pay for. Mr. Dunham said he wanted to know what's left to do and how much money it's going to cost. He said he has asked for this many times and it still has not been brought to the Board. He said he felt that the Board should know just where we stand and what's left to do and how much more is it going to cost to complete the • golf course? Bob Herrera explained where we were compared to the budget that was adopted and that this is information which has been shared in the past with the Council's full knowledge. GOLF COURSE ADVISORY BOARD MEETING MINUTES OF APRIL 28, 1988 PAGE 4 Councilman Porter said that he had asked for this information to be supplied to the Council. He said that he asked that the information be in simple enough form and for all the sources of revenue, where it was transferred from the General Fund that was budgeted items that were approved by the Council, if it was some form of revenue, interest income, or whatever, he wanted all those things set out clear and simple enough for anyone to understand. This should be general and public information for anyone to see. David told the Board that they need to keep moving forward at the same great expectations they have been working for. Councileman Porter said that Council could never express the appreciation they have for the Board and all the time they have put into the job. • There being not further business the meeting adjourned at 1:05 PM.
