LA PORTE AREA WATER AUTHORITY BOARD
May 17, 1982
PRESENT: Jack Owen, Jerry Hodge, Linda Wilson, Al Fields, Susan Gilliland,
Jerry Bramlett, Dave Corbin, Jim Hutchison, Councilman Norman Malone,
Councilman Ed Matuszak, Jim Thornton of the Gulf Coast Waste Disposal
Authority
Jerry Bramlett, Vice President, called the meeting to order at 6:30 P.M.
Mr. Thornton discussed the duties and responsibilities of the Gulf Coast Waste
Disposal Authority. He presented copies of the State Statute creating the
Authority and discussed possible areas of conflict between the GCWDA and the
La Porte Area Water Authority. Areas in which GCWDA could assist LPAWA were
discussed. It was pointed out that the main concern of LPAWA, at this time,
is potable water.
Al Fields gave a short report on the committee preparing a list of firms from
which to request proposals for a feasibility study. The committee felt that
they should wait until the specification parameters had been completed before
completing their work.
Jerry Bramlett gave a report on the committee preparing specifications for the
feasibility study. A target date of June 14 has been selected to complete a
rough draft for review by the Board and outside advisors. The following time-
table was presented by Susan Gilliland:

Mr. Bramlett ask if Brown and Root would be disqualified from submitting a proposal
since he is employed by the firm. Mr. Owen stated that he felt Brown and Root
could submit a proposal, but that Mr. Bramlett would probably have to abstain
from voting on items concerning the complany. He suggested that a legal opinion
be obtained from City Attorney, Knox Askins.

Jerry Hodge reported that the Coastal Industrial Water Authority meets the
second Tuesday of each month. The Board requested that Mr. Hodge arrange for
the Board to attend a meeting and inform the Board of the date and time. The
Board invited Mr. Owen and Mr. Hodge to attend the meeting also.
Jim Hutchison of Busch Hutchison, Inc. offered to assist the committee preparing
specifications for the feasibility study.
Councilman Matuszak ask the purpose at GCWDA presentation o.f the Board. Mr.
Owen responded that the purpose was to discuss mutual areas of responsibility.
With no further business being discussed, the meeting was adjourned at 7:45 P.M.

Mr. Jim F. Thornton, Deputy General Manager of the Gulf
Coast Waste Disposal Authority, will be available and will be there to meet
with you to explain the Authority and its various programs. Please feel
