HomeMy WebLinkAbout08-15-83 Meeting of the La Porte Area Water Authority Minutes LA PORTE AREA WATER AUTHORITY BOARD August 15, 1983 PRESENT: Susan Gilliland, Cary Burnley, Al Fields, Jerry Bramlett, Travis Doughty, Jerry Hodge, Director of Public Works, Jack Owen, City Manager, John Armstrong, City Attorney The meeting was called to order by Susan Gilliland at 6:04 P.M. A motion was made by Cary Burnley and seconded by Al Fields to approve the corrected minutes of the June 20, 1983 meeting. The motion carried unanimously. A motion was made by Cary Burnley and seconded by Jerry Bramlett to approve the minutes of the July 18, 1983 minutes. The motion carried unanimously. A discussion of the application for a permit to construct a water well within La Porte's extraterritorial jurisdiction was held. It was decided that the La Porte Area Water Authority Board would oppose this permit. A motion was made by Cary Burnley and seconded by Jerry Bramlett with the vote carrying unanimously. A motion was made by Travis Doughty and seconded by Cary Burnley that the Water Board write a letter to the Subsidence District stating their opinion on this permit application. The vote carried unanimously. It was also decided that Susan Gilliland, Cary Burnley and Jerry Hodge would present the letter to the Harris-Galveston Coastal Subsidence District. With no further business to discuss, a motion was made by Travis Doughty and seconded by Jerry Bramlett to adjourn at 6:32 P.M. A. Silvey, Jr. Dear Ms. Peoples: The La Porte City Council voted on August 3, 1983, to oppose the application for a permit to construct a water well within La Porte's extraterritorial jurisdiction. La Porte's Director of Public Works, Mr. Jerry Hodge, and Water Super- intendent Mr. Luther Maxey will represent the City on Tuesday, August 16, 1983. The area to be served by the well application can be served by the City of La Porte water system. The area is presently being considered for annexation. The La Porte Area Water Authority has engineering studies currently being performed to assist in deciding how best to diminish the use of ground water and provide water service from surface water supplies. The minutes of the June 20, 1983 meeting were reviewed and one correction was made, in that Jerry Bramlett was not present at this meeting. The minutes are to be corrected. Turner Collie & Braden presented an updated report with specific comments added to the proposed schedule of water system improvements. The map and schedule of the system improvements and schedule was through the year 2003. A discussion was held on the possibility of the purchase of a water treatment plant with Shell and Phillips Oil Companies. Everything seems positive, but will survey further. Turner Collie & Braden reported that they hoped to have a final plan by the next scheduled meeting. Above ground storage was also discussed at length. With no further business to discuss, a motion was made by Cary Burnley and seconded by Al Fields to adjourn at 7:10 P.M. The vote carried unanimously. Susan Gilliland, President Travis Doughty, Secretary LA PORTE AREA WATER AUTHORITY BOARD June 20, 1983 (corrected minutes) PRESENT: Susan Gilliland, Cary Burnley, Travis Doughty, Al Fields, Jerry Hodge, Director of Public Works The meeting was called to order by Susan Gilliland at 6:10 P.M. A motion was made by Susan Gilliland and seconded by Al Fields to approve the minutes of the May 16, 1983 meeting as presented. The motion was carried unanimously. Turner Collie & Braden presented an updated report on the feasibility study and estimated costs for the Water Treatment Facility, with various alternatives being discussed. The Board requested Jack Owen contact the City of Deer Park regarding their interest in buying treated water from La Porte. The Board gave Turner Collie & Braden the authority to contact the management of Shell Oil regarding the cost of the water treatment plant. With no further business to discuss, a motion was made by Cary Burnley and seconded by Travis Doughty to adjourn at 7:15 P.M. The vote carried unanimously. A copy of the agenda for said meeting showing the subjects of such meeting is attached hereto. I hereby certify that I posted this notice on the bulletin board located at a place convenient to the public in the City Hall of the City of La Porte, at 2:00 P.M. on the 12th day of August, 1983, and that said notice was posted before the meeting was convened, or called to order, and that such meeting was called because of an emergency of urgent public necessity.
