HomeMy WebLinkAbout12-01-86 Meeting of the La Porte Area Water Authority Minutes LA PORTE AREA WATER AUTHORITY BOARD MINUTES DECEMBER 1, 1986 1. The meeting was called to order at 6:00 P.M. by President Cary Burnley. MEMBERS PRESENT: President Cary Burnley, Vice President Al Fields, Member Jerry Bramlett. MEMBERS ABSENT: Secretary Rick Matthews OTHERS PRESENT: City Manager Bob Herrera, Director of Public Works Steve Gillett, Authority Attorney John Armstrong. 2. There was discussion of the interviews with the attorneys and whether or not upon retaining one of the firms if a deadline should be placed on them. The motion was made by Jerry Bramlett to retain the firm of Lloyd, Gosselink, Fowler, and Ryan, and for them to have an initial response back to the Board by December 15, 1986. Second by Al Fields, it passed unanimously. Bob Herrera to call Robin Lloyd on December 2, 1986, to inform him of the Board's decision. There will be a meeting on December 17, 1986 to discuss with the firm their findings. 3. Bob Herrera discussed the informal meeting held on November 25, 1986, with various Mayors and Directors of entities involved with La Porte Area Water Authority. (minutes of this meeting are attached). The next such meeting will be held at City Hall on December 9, 1986, at 5:30 P.M. 4. There being no further business, the meeting was adjourned at 6:55 P.M. PERSONS PRESENT: From the City of La Porte - Mayor Norman Malone, City Manager Bob Herrera, Director of Public Works Steve Gillett. From the City of Seabrook - City Manager Lanny Lambert. From BAYMUD _ George Mahlstedt, E. L. Tallichet, and Bill Gwaltney. From the La Porte Area Water Authority - President Cary Burnley, Vice-President Al Fields, A~torney John Armstrong. Bob Herrera opened the meeting by explaining how these meetings came about and that from the first meeting an agreement was made to keep the lines of communication open between the La Porte Area Water Authority and involved entities. He explained that per the La Porte Area Water Authority minutes that there has been a lot of progress and that the Authority is continuing to negotiate with the City of Houston. Bob Herrera and Steve Gillett had visited with Jon Vanden Bosch from the City of Houston concerning the Southeast Treatment Plant. At this time Bob asked Steve to go over the points covered at this meeting. Steve discussed changes that had been made to the proposed contract and that he would be getting an updated copy within a week. There also was discussion on the January I date as being in or out. That date was an arbitrary one but they would at least like a letter of intent by then. Lanny Lambert asked what direction the Water Authority and the other entities would take as Seabrook is going to go with the Southeast Plant. He also asked if the Authority or other entities would share in the transmission line to Red Bluff or if the Authority would act as a transmission company. It was decided these are valid concerns and would be addressed. Bob Herrera explained what the Authority was doing by hiring a water attorney and that an initial response should be back by December 16 . Since the La Porte Area Water Authority has a meeting scheduled on December 17, it was decided for the entity representatives to meet on December 18, 1986, at 5:30 P.M. at City Hall. SG/lw
