LA PORTE AREA WATER AUTHORITY
MINUTES
FEBRUARY 19, 1987
1. The meeting was called to order at 7:05 P.M.
MEMBERS PRESENT: President Cary Burnley, Vice President Al
Fields, Secretary Rick Matthews, Member Jerry Bramlett
OTHERS PRESENT: From the City of La Porte: Mayor Norman
Malone, City Manager Bob Herrera, Assistant City Manager John
Joerns, Director of Public Works Steve Gillett,
Water/Wastewater Superintendent Buddy Jacobs; Authority
Attorney John Armstrong; From the City of Morgans Point:
Mayor John Grimes, City Attorney Roy Fuller; From the City of
Shoreacres: Mayor Bill Haiflich; From BAYMUD: W. E. Gwaltney,
E. L. Tallichet, George Mahlstedt; Cecil Allen and Peter
Goldsmith of Turner Collie & Braden; David Fetzer of Moroney
Beissner & Co.
2. The minutes of the meeting February 10, 1987, were read and
approved.
3. Bob Herrera spoke about his conversation with Mike Marcotte of
the City of Houston. Mr. Marcotte advised that the contract
presented by the La Porte Area Water Authority was being
reviewed by his city"s legal department. He also indicated
that the Authority had met all deadlines that the City of
Houston had set for participation in the Southeast Plant.
4. Cary Burnley presented a draft copy of the contract between the
La Porte Area Water Authority and the involved entities. He
advised those present that although no timetable had been
established for approval of the contract, all involved parties
should move rather quickly to reach this approval.

5. David Fetzer spoke briefly of the meeting in Austin with the
Texas Water Development Board. The Texas Water Development
Board currently has no money but will have a bond sale on March
19, 1987, for $125 million. The Authority should proceed with
their application to the Texas Water Development Board but in
order to file an application, a water conservation plan must be
in effect.
Steve Gillett made a presentation for developing a water
conservation plan and that all entities of the La Porte Area
Water Authority must adopt a similar plan before application
can be made.
6. Cecil Allen presented Turner Collie & Braden"s transmission
alternatives and spoke briefly on each. Mayor Bill Haiflich
was concerned about Shoreacres being the highest and Cecil
explained that was due to the large increase between 1994 and
2000. Mayor Haiflich advised he would check into it further to
see if such an increase was warranted. Mayor Grimes asked for
a clarification on Morgan"s Point"s water usage projections and
it was understood by the Mayor and the Authority that the
projections for 1994 and 2000 would be the same.
7. There being no further business the meeting was adjourned at
8:55 P.M.
