1. The meeting; was called to order at 12:05 P.M.
MEMBERS PRESENT: President Cary Burnley, Secretary Rick
Matthews, Member Jerry Bramlett, t•lember Elect Claude Graves.

2. The minutes of the May 12, 1987, meeting were read and approved
with one change.
3. The Oath of Office was administered to Claude Graves,
member-elect by John Armstrong.
4. Bob Herrera updated the Board members on the progress with the
City of Houston.
Bob Herrera discussed a letter sent to Cary Burnley from CWA.
The letter stated Sam Clark will be negotiating the use of the
CWA property for an easement for our supply line, written
application procedures, and approximate cost. (See Attached).
Bob Herrera held discussion on surveying proposals received
from Vii. Carlos Smith and Baseline Corporation for ten (10) foot
waterline easement along the CWA corridor. (See Attached).
City of Houston provided a take-point at the CWA R.O.ti~J.and Red
Bluff Road. Steve Gillett recommended we use $aseline if
take-point at CWA R.O.W.at the east property line of Southeast
tiiater Plant .
Rick Matthews made a motion that Steve Gillett"s recommendation
be accepted. Jerry Bramlett seconded. Passed unanimously.
Rick Matthews made a motion that Bob Herrera be authorized to
enter into a contract not to exceed $10,500. Seconded by Jerry
Bramlett. Passed unanimously.

5. The report made by the RFP Committee was distributed to the
board and Cary Burnley explained how the RFP Committee worked
on selecting; the four (4) top firms that is recommended to be
interviewed. The firms are Espey/Huston, Turner Collie &
Braden, Dannenbaum Engineering, and CRS Sirrine. After a brief
discussion, Cary Burnley, Claude Graves, Bob Herrera, Steve
Gillett and Pat O~Malley, CIP Manager were appointed to be on
the interviewing panel. Interview meeting times were discussed
with the following times being agreed upon tentatively, until
firms were contacted. The times agreed upon are Thursday, July
g, 1987 at 6:00 and 7:30 P.M. and Friday, July 10, 1987 at 2:00
and 3:30 P.M. Jerry Bramlett made a motion that the RFP
Committees recommendation of the four (4) firms, the panel of
four (4) persons, the tentative interview times, and the
recommendations that the panel will make be accepted. Rick
Matthews seconded. Passed unanimously.
It was recommended a letter be sent to those companies not
included as well as those who were successful and are to be
interviewed.
6. There being no further business, the meeting was adjourned at
1:3o P.M.

Re: Request for Easement in CWA R.O.W.
Gentlemen:
As I indicated to you in our various meetings, the
Board of Directors of CWA has authorized me to negotiate
the use of our property for an easement for your supply
line from Houston's South East Water Purification Plant.
You need to apply for the easement accompanied by metes
and bounds descriptions and plats by a licensed land surveyor.
After we receive these documents,and after Board approval,
the Real Estate and Legal Departments will prepare the
necessary documents so that the easement can be filed.
The approximate cost of the easement will be on the order
of $40,000 according to the appraised value. If there are
any further questions, please contact me.

Re: Surveying Proposal .fo.r LPAWA 10.00 feet wide Easement
in CIWA right-of.-way
Dear Mr. Gillett:
We have reviewed the instructions and project information
furnished to us on June 4, 1987, concerning the proposed 10.00
feet wide LPAWA easement. It is our understanding that this
easement is to be located inside the existing CIWA right-of-way
and along the Westerly and Northern boundary line. The easement
will begin at tree SEWPP site and will terminate at Spencer
Highway as follows:
A. From SEWPP to the South R.O.W. line of Genoa Red Bluff.
B. From North R.O.W. line of Genoa Red Bluff to the
Southwest R.O.W. line of Red Bluff Road.
C. From the Northeast R.O.W. line of Red Bluff Road
to the South R.O.W. line of Fairmont Parkway.
D. From the North R.O.W. line of Fairmont Parkway to
the South R.O.W. line of Spencer Highway.
The survey will be a retracement of the CIWA right-of-way
indicating existing monumentation with no new monumentation
requfred. The survey is to be tied into the City of La Porte
Horizontal Control Network at Underwood Road.
Upon completion of the field survey; maps are to be prepared on
17" x 28" sheet at a scale of 1" = 200 feet indicating the 10.00
feet easement inside the CIWA easement. These maps are to be
reduced to 8 1/2" x 14" size for inclusion with the metes and
bounds descriptions we are to prepare.

according to the attached rate scl-~edule. The total fee, based on
these rates, shall not. exceed $10,500.00 for part one as
described in this letter and shall not exceed $5,500.00 for part
t.wo as described in this .letter. Terms of payment will be net 10
days from date of ir,voi.ce.
We would he able to proceed immediately; allowing a one week
period for sched+.iling planning and mobilization; upon receiving a
signed copy of this letter of agreement and a notice to proceed.
If the entire project (Part One) is selected; it will req+aire 42
caler~da.r days from the date we receive the notice to proceed. We
estimate 2.3 to `L5 working days. The 42 calendar days represents
week-ends, holiday's and tr,e one week for planning, scheduling
and mobilization.
If Part. Two is selected; i.t will require 28 calendar days from
the date we receive tree notice to proceed. We estimate 15
working days. The 28 calendar days represent week-ends, holidays
ar~d the one week for planning, scheduling and mobilization.
We wish to thank you for allowing us the opportunity to provide
you with a quotation for this professional service. If the
terms, conditions and scope of work in this letter meet with your
approval and you select our firm for the project, please sign and
return to our firm. It shall be the basis for our understanding
and contract with you far this project.

Regardless which scope of work is decided on, the price will include, tieing
the horizontal control into the City of La Porte's control system at
Underwood Street.
The maps will be drawn to a scale of 1"=200' on a sheet size of 17"X28".
These will be reduced in half for convenience, on 8~"X14" maps.

B. All time over eight hours per day, and Saturdays, Sundays. and Holidays
shall be billed at 1.30 time the above rates.
C. All direct non-labor expenses, including, but not limited to, iron rods,
stakes, laths, flagging, telephone calls, reproduction,. out-of-town tra-
vel and subsistence as may be required for the proper execution of the
work shall be billed at cost plus ten percent (10~).
D. Computers shall be charged for as follows: Wang 2200 MVP with

SUBJECT: REVIEW AND INITIAL EVALUATION OF PROPOSALS
FOR CIVIL ENGINEERING PROPOSALS
(DESIGN OF POTABLE WATER TRANSMISSION AND DISTRIBUTION
SYSTEM)
Gentlemen:
An Initial Evaluation Committee composed of Cary Burnley (LPAWA
Board), Steve Gillett (City of La Porte, Director of Public Works),
and Bob Speake (City of La Porte, City Engineer) was appointed to
make the Initial Review and Evaluation of the thirteen (13)
proposals received for the subject task.
This committee met on June 22, 1987 to agree on the procedure for
evaluating the proposals and adopted one prepared for Mr. Robert T.
Herrera (LPAWA General Manager) in May, 1987, (copy attached).
During the ensuing week each of the committee members independently
reviewed and evaluated the thirteen (13) proposals ( a total of 51
hours were spent during this period). The committee then met on
June 29, 1987 to compile and review the results of the individual
evaluations and to establish weighting factors for the three (3)
principal categories used in the evaluation (2 1/2 hours in this
meeting).
The results of the combined evaluations are shown on Exhibits A, B,
C and D, copies of which are attached.
Exhibit A shows ratings by individual committee members, the
average rating, the agreed weighting factor and the "Final Rating"
for the category "Personnel Qualifications."

Exhibit B shows the same items as Exhibit A for the category
"Experience of Firm."
Exhibit C shows the same items as Exhibit A for the category
"Methodology."
Exhibit D summarizes the "Final Ratings" from the other exhibits,
totals them and ranks the thirteen (13) firms based on the total of
the "Final Ratings."
The ratings by the individuals which result in the ultimate "Total
Ratings" are based on guidelines on pages A-6, A-7 and A-8 of the
procedure previously adopted.
The committee has not interviewed any of the firms who submitted
proposals nor have they contacted any references. It is the
feeling of the committee that it would be a waste of time to
interview more than the top ranked (3 - 5) firms. Due to the
caliber of these firms the committee feels no need to check
references.
Based on these evaluations, the committee submits the following
summary and recommendations:
A. The five (5) highest ranked firms (in order of ranking)
are as follows:
1. Dannenbaum Engineering Corporation
2. Espey, Huston & Associates, Inc.
3. CRSS Sirrine
~. Turner, Collie & Braden
5. Black & Veatch
B. That Black & Veatch not be considered further because they
propose to provide these services from their Austin, Texas
office.
C. That the other four (4) top ranked firms be interviewed by
the LPAWA Board or a committee appointed by that Board.
D. That a committee of not more than three (3) members of the
La Porte City Council be invited as observers at these
interviews.
E. That a final report from the committee (or the Board),
with a final preference ranking, be the basis for
initialing a firm contract proposal from the highest
ranked firm.

The committee feels that the evaluations submitted are fair and
impartial and certainly reflect the members combined and unanimous
judgement. We will be happy to respond to questions from the Board
regarding details of the proposals.
