LA PORTE AREA WATER AUTHORITY
MINUTES
DECEMBER 8, 1987
1. The meeting was called to order at 6:05 P.M. by Vice President
Rick Matthews.
MEMBERS PRESENT: Vice President Rick Matthews, Secretary Claude
Graves, Member Mike Wadsworth
MEMBERS ABSENT: President Jerry Bramlett
OTHERS PRESENT: Robert Herrera, General Manager, John Joerns,
Assistant City Manager, Steve Gillett, Public Works Director,
Buddy Jacobs, Assistant Public Works Director, Authority Attorney
John Armstrong, Bill Moriarity and Dale Conger of Espey/Huston
2. The minutes of the meeting held on November 24, 1987 were read.
Motion was made to approve minutes by Claude Graves and seconded
by Mike Wadsworth. Motion was unanimous.
3. Discussion on payment of the current invoice from Espey Huston
Engineers in the amount of $39,052.85.
Dale Conger discussed the survey work underway. Claude Graves
asked for percentage of completion on the survey. Dale Conger
discussed the extent of survey wor~C done and stated that
approximately 50% is completed. He stated that Espey/Huston was
preparing an Engineering Survey instead of the metes and bounds
that was done by Baseline Corporation. It is not a duplication
of work. He stated that the Design Engineering Report is on line
and on budget and will be turned in on time.
Bill Moriarity of Espey/Huston discussed some of the problems
encountered in the Design Engineering Report. A motion was made
by Mike Wadsworth to pay the invoice in the amount of $39,052.85
to Espey/Huston for work performed. Seconded by Claude Graves.
Motion was unanimous.

U. John Armstrong discussed the application to the Texas Water
Commission for funding in the Southeast Water Purification Plant
for construction of transmission lines. He stated that the Texas
Water Commission has requested the La Porte Area Water Authority
to apply for Phase I and II funding at this time. Also, the Texas
Water Commission requested numerous items that Steve Gillett and
John Armstrong have compiled.
John Armstrong stated motion was needed to accept the following:
1. Resolution authorizing application to the Texas Water
Commission for approval of Projects and Bonds.
2_. La Porte Area Water Authority application for approval by
Texas Water Commission of Authorities, Projects and Bonds.
3. La Porte Area Water Authority Certificate for Resolution
authorizing Application to Texas Water Commission for
approval of Projects and Bonds.
Motion was made by Claude Graves to adopt Resolutions as
identified. Mike Wadsworth seconded. Motion was unanimous.
5. Bob Herrera, General Manager, made his report at this time. He
discussed the annexation petition of the City of Shoreacres. He
requested the Board members communicate the inability of
annexation at this time due to this not being contiguous to the
Authority boundaries. John Armstrong discussed the procedures for
adding a member to the Board.
Steve Gillett discussed a letter received from the Lakeland Group
about easements and take point for Bay MUD in order to get water
to them.
John Joerns discussed blue prints concerning the application to
Texas Water Commission showing boundaries and service areas of the
Authority. He distributed copies to all Board members.
Bob Herrera reminded al.l Board members of the next scheduled
meeting which will. be January 12, 1988.
6. There was no Presidents report.

RE: LPAWA Surface Water Transmission Facilities
Corrosion Protection
Dear Mr. Hererra:

" We are in receipt of your letter dated January 6, 1988 regarding the corrosion study
for the above project. As requested, we have contacted two local corrosion
protection firms, Corrpro Companies, Inc. and Kennedy Coating Inspection Services,
Inc. KCI is primarily involved in the inspection and maintenance of tanks and
_ offshore structures. Like PSG, Corrpro is a national firm, headquartered in Medina,
Ohio with a local office in Spring, Texas. We have no experience with Corrpro and
some with KCI. We will pursue obtaining price quotations from these firms if you
desire.
-- - As discussed at our last meeting, we suggest that LPAWA go forward with the
preconstruction field survey for a fee amount of $9,00.0. There is some concern that
,_ enormous portions of the fees quoted for the corrosion study are for transportation
and lodging. The travel expense is composed of one roundtrip airfare from Detroit
and 5 days of food and lodging for one person. Based on a generous estimate, this is
approximately 10% of the fee. The reason PSG was included in the project team at
the proposal stage was because their excellent qualifications assisted in our being
selected to work for LPAWA. We have had several occasions to work with them and
they have provided excellent service and technical assistance. ~ They have extensive
experience in the corrosion protection of water .transmission facilities.
The question has been raised about eliminating the corrosion study entirely. We
truly believe the study is adviseable given the following circumstances:
1. 20% of the line footage is near impressed current cathodic protection
systems which will be damaging to unprotected ferrous pipe and fittings.
2. No matter what pipe material is used, ferrous fittings will be used and
will require protection.

3. Without an evaluation, several major types of traditional waterline
piping materials could not be entertained for use, somewhat limiting the
competitive environment, which may result in increased cost to LPAWA.
We hereby request that the LPAWA Board approve our request to initiate the
preconstruction field survey services portion of the study with a fee not to exceed
$9,000. We will be happy to answer any questions.
