JANIIARY 28, 1992
1. The meeting was called to order at 6:05 P.M. by President Jerry
Bramlett.
MEMBERS PRESENT: President Jerry Bramlett, Member Bob
Blackwell, and Member Rodney Etchberger
MEMBERS ABSENT: Secretary Al Fields
OTHERS PRESENT: Steve Gillett, Director of Public Works and
Buddy Jacobs, Assistant Director of Public Works
2. Minutes from the regular meeting held October 9, 1991 were read.
Motion made by Bob Blackwell to accept the minutes as read and
seconded by Rodney Etchberger. Motion unanimous.
3. Motion made by Rodney Etchberger and seconded by Bob Blackwell to
approve "Catch-up" payment to City of Houston in the amount of
$31,632.98. Steve Gillett discussed the invoice from Houston. He
stated that the project is basically complete. City of Houston
has not succeeded in getting the contractor to finish punch list.
The retainage is being held until legal issues are concluded. He
answered various other questions concerning the contract. Motion
unanimous.
4. Steve Gillett stated that a meeting will be needed in February to
approve the La Porte Area Water Authority audit which has been
completed. He stated that Secretary Al Fields requested a change
to the first and third Tuesday for the LPAWA meetings due to a
conflict with his work. President Bramlett requested a time
change to 6:30 PM for the meetings. All board members present
had no objections.
Steve Gillett discussed a proposal from Mercer Construction Co.
concerning a semiannual inspection. He stated that he is not
ready at this time to recommend acceptance until further talks
with Mercer. Board members requested a list of equipment covered
by the agreement and resume's of personnel involved.
Problems with Autocon software was discussed. Problems has been
addressed by supply of two new computers at no cost to the
Authority.

Water usage by entities was discussed. Steve Gillett discussed
the meeting held on January 28, 1992, with the City of Houston
concerning overhead charges at the South East Water Purification
Plant. He stated that City of Houston had significantly reduced
the overhead figure. With the change to contract operations and
more precise charges for overhead by Houston, the overhead charge
should stabilize at an acceptable rate. Future quarterly audits
will be closely monitored.
Steve Gillett discussed problems with raw water pipeline. With
failures in CWA's system, the production of the SEWPP has been
reduced, but will not prevent LPAWA from receiving contracted
water amounts.
5. There being no further business, Vice President Bob Blackwell
made motion to adjourn, seconded by Member Rod Etchberger.
Motion was unanimous and the meeting was adjourned at 6:40 PM.
