Members Present: President Jerry Bramlett, Secretary Albert Fields, Members Robert Roy and Chester Pool. Members Absent: Vice President Rodney Etchberger. Others Present: General Manager Robert T. Herrera, Assistant City Manager John Joerns, Assistant City Manager Jeff Litchfield, Director of Public Works Steve Gillett, Assistant Director of Public Works Buddy Jacobs, and City Manager's Secretary Cazol Butler. 2. The minutes from the regulaz meeting held March 31, 1997 were reviewed. Motion by Al Fields, seconded by Chester Pool to accept the minutes as written. Motion was unanimous. 3. President Jerry Bramlett administered the Oath of Office to Robert Roy. 4. President Jerry Bramlett administered the oath of Office to Albert Fields. Vice President Rodney Etchberger was not present. 6. General Manager Robert T. Herrera reviewed the proposed 1997-98 Budget and answered questions. Motion was made by Robert Roy, seconded by Albert Fields to approve the budget as presented. Motion was unanimous. 7. General Manager Robert T. Herrera reported that the Authority should consider a date for the annual retreat. The tazget date would be in September or October. Staffwould contact them in the neaz future to establish a date convenient to all. General Manager Robert T. Herrera reviewed the request from the City of Morgan's Point for additional water to serve the current and potential cruise line. He and Director of Public Works Steve Gillett outlined the problems associated with the request. No excess capacity is available, nor is the existing transmission system capable of delivery in the amount requested. Herrera and staff would work with Morgan's Point to determine if alternatives are available. • • LA PORTE AREA WATER AUTHORTTY MII~T[J'rES June 18, 1997 PAGE 2 Assistant Director of Public Works Buddy Jacobs reviewed the recent repair and upgrade of the Authority's computer control system, and answered questions from the members. 8. There being no further business, motion made by Rob Roy, seconded by Chester Pool to adjourn. The motion was unanimous and the meeting adjourned at 7:32 PM. It was then duly moved and seconded that the Resolution be adopted; and, after discussion, said motion, carrying with it the adoption of the Resolution, prevailed by the following votes. A true, full and correct copy of the Resolution adopted at such meeting as the same appears of record in the official minutes thereof on file in the offices of the Authority is attached to and follows this Certificate; and the above and foregoing is a true, full and correct excerpt from the minutes of said meeting relating to the adoption of the Resolution. • • 4. The persons named in the first numbered paragraph of this Certificate were, on the date of said meeting, the duly chosen, qualified and acting officers and members of the Board, and each was duly and sufficiently notified in advance of the time, place and purpose of such meeting. [SEAL] LA PORTE AREA WATER AUTHORITY Albert Fields, SecretarylTreasurer .~ • • RESOLUTION NO. 97-01 A RESOLUTION INDICATING INTEREST TO GULF COAST WATER AUTHORITY IN PURCHASING WATER; AND PROVIDING THAT THIS RESOLUTION SHALL BECOME EFFECTIVE FROM AND AFTER ITS PASSAGE AND ADOPTION WHEREAS, the La Porte Area Water Authority (the 'Authority°) is a co- owner of the City of Houston's Southeast Water Purification Plant (the "Houston Plant"); and WHEREAS, the Authority interested in acquiring additional treated potable water capacity; and WHEREAS, the Gulf Coast Water Authority (the "GCWA"), as a co-owner of Plant, and the City of Galveston, Texas ("Galveston") have indicated that there may be a portion of the capacity in the Houston Plant in which Galveston has an equitable interest available for sale to other parties within approximately three years; and WHEREAS, Galveston is exploring the feasibility of changing its source of water supply from the Houston Plant to GCWA's water treatment plant located in Texas City, Texas (the "Texas City PIanY') and in order to determine such feasibility desires to determine the interest of other parties in purchasing Galveston's capacity rights; and WHEREAS, the GCWA and Galveston have indicated that the price for such capacity will be at least $1.1688 per gallon; and WHEREAS, the Authority desires to acquire approximately two and one- half million gallons per day (2.5 mgd) of such water capacity and enter into negotiations with the GCWA to contract for the purchase of such capacity if such capacity becomes available for sale; NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE LA PORTS AREA WATER AUTHORITY: Section 1. That the La Porte Area Water Authority hereby indicates its interest in purchasing 2.5 mgd of capacity in the Houston Plant if the GCWA and Galveston agree to sell such water. Section 2.
