Members Present: Secretary Albert Fields, Member Chester Pool and Robert Roy. Members Absent: President Jerry Bramlett and Vice President Rodney J. Etchberger. Others Present: General Manager Robert T. Herrera, Assistant City Manager John Joerns, Assistant City Manager/Financebirector JeffLitchfield, Director of Public Works Steve Gillett, Assistant Director of Public Works Buddy Jacobs, City Manager's Secretary Carol Buttler, and Dale Conger of Espey, Huston & Associates. 2. The minutes from the regular meeting held August 27, 1997 were reviewed. Motion by Al Fields, seconded by Chester Pool to accept the minutes as written. Motion was unanimous. 3. General Manager Robert T. Herrera reviewed the need for additional water by the City of Morgan's Point to serve the current and potential cruise line. Steve Gillett reported that the City of Houston had agreed to furnish water to the Port, through the Authority and Morgan's Point, form Houston's share of the Southeast water Purification Plant, at the current water rate, subject to the Authority's ability to deliver through the existing transmission system. Dale Conger presented a report, funded by the Port of Houston, examining the ability of the Authority's transmission system to deliver .55 MGD to Morgan's Point, and the effect this would have on the remainder of the system. He reported that the requested quantity is possible, with some effect on three LaPorte take- points. Steve Gillett reported that his staff had examined the results and determined that the City's system was flexible enough to handle reduced water at the three points without affecting service delivery to the city's customers. Dale Conger answered questions from the Board and others. John Joerns discussed projected water demands based on 2, 2'/s, 3 and 4 growth rates. He also outlined responses to date from industry and stated that further surveys, letters and telephone contact would be used to determine demand for water outside the City. Steve Gillett presented a report from the City of Houston on the proposed interim expansion of the Southeast Water Purification Plant. He answered questions from the Board regarding the proposed expansion. Robert Herrera discussed the proposed purchase of additional capacity from the City of Galveston, as approved at the last meeting, and updated the Board on progress. Robert Herrera presented a report on Groundwater Credits through the Subsidence District and answered questions form the Board. Robert Herrera reported that no progress has been made with discussions with the City of Deer Park regarding possible capacity at the Deer Park Water Treatment Plant. 5. Jeff Litchfield discussed his financial projections outlined in his report, and reviewed potential sources of funding for the proposed purchase of additional capacity, and reviewed the hypothetical growth of the Capital Fund. Mr. Litchfield answered questions from the Board regarding his projections. 6. 7effLitchfield discussed the possibility of refunding the Authority's outstanding debt, with a potential to refund no earlier than December 1, 1998, and answered questions from the Board. Motion by Al Fields, seconded by Rob Roy, to pursue refunding of outstanding bonds as conditions warrant. Motion was unanimous. General Manager Robert Herrera will continue to update the Board as more information becomes available. 7. There being no further business, motion made by Al Fields, seconded by Rob Roy to adjourn.
