ITY SECRETARY'S OFFICE The meeting was called to order at 6:30 PM by President Jerry Bramlett Members Present: President Jerry Bramlett, Vice President Rodney J. Etchberger, Secretary Albert Fields, Members Robert Roy and Chester Pool. Members Absent: None. Others Present: Assistant City Manager/Finance Director Jeff Litchfield, Director of Public Works Steve Gillett, Robert Belt of White Petrov McHone. The minutes from the regular meeting held August 5, 1998 were reviewed. Motion by Chester Pool, seconded by Robert Roy to accept the minutes as written. Motion was unanimous. The LPAWA Annual Financial Report for Fiscal Year Ending September 30, 1998 was presented by Jeff Litchfield and Robert Belt, representing the audit firm of White Petrov McHone. Mr. Litchfield explained that the Report was delayed due to new changes required by the TNRCC. Mr. Belt explained the Auditor's opinion in the Report, qualified due to the requirement to address KY2 issues. Mr. Litchfield reviewed the Annual Results of Operations, and answered questions from the Board. Motion by Albert Fields, seconded by Rodney Etchberger to accept the LPAWA Annual Financial Report, subject to any editorial changes needed. Motion was unanimous. The final Report will be distributed to the Board when published. General Managers Report. A. Jeff Litchfield reviewed letters between the Authority and the Texas Water Development Board regarding the proposed refunding of Authority debt. Due to a refunding by the TWDB in 1989, the current LPAWA bonds cannot be refiznded without incurring a substantial penalty from the IRS. Due to this change, the original December 1, 1998 refunding date has been delayed until August 15, 1999. Mr. Litchfield outlined several alternative funding sources for the upcoming purchase of additional capacity, should refunding not be possible. Mr. Litchfield answered questions from the Board. B. Director of Public Works Steve Gillett presented a report regarding the proposed replacement of the control system at the Southeast Water Purification Plant and answered questions from the Board. C. Director of Public Works Steve Gillett presented a report regarding the proposed interim expansion of the Southeast Water Purification Plant and answered questions from the Board.
