1. Call to Order l.

2. Motion was made by Chuck Engelken to approve the Minutes of April 24. 2006. Second by
Mike Clausen. Motion carried unanimously.

3. Budget & Economic Development Position was discussed.
Staff to get salary for Economic Development person at the City of Seabrook..
City Manager Debra Feazelle advised the board she is looking for recommendation in
August to go to City Council.

5. Board Comments
Ed Matuszak informed the board of discussions at his recent Fairmont Park Homeowner's
Association regarding side walks and street repairs. He indicated he would like to see this
area on the next bond election.

Job Description
Economic Development Administrator
For
Seabrook Economic Development Corporation II
The position of Economic Development Administrator will report directly to the Board of
Directors of the Seabrook Economic Development Corporation II. The "Administrator" will be
responsible for all economic development activities for the City of Seabrook. These duties will
include, but are not limited to the following. Additional responsibilities can be determined by
the Board as activity warrants. The primary responsibilities are as follows:
(A) Serve as a liaison to BAHEP and the Alliance, working with these two organizations on
prospect and lead development as well as with the follow-up and initial contacts with
prospective companies. The Administrator will also ensure that these "contracted"
organizations are timely fulfilling their contractual obligations with the EDC. The
Administrator will also participate in any activities involving these organizations that he
(she) deems essential in enhancing Seabrook's economic development program.
(B) Ensure that the Economic Development website and marketing materials are always
maintained in a current status and reflect the professional appearance that will provide a
competitive advantage for the City.
(C) Make recommendations for the annual budget, receiving input from both the Board and
business community-at-Iarge. Monies allocated should correspond to priorities of the
EDC II and be meaningful to ensure a reasonable expectation for success.
(D) Handle all. correspondence involving economic development matters and follow-up.
(E) Attend any meetings as directed by the Board and discretion of the Administrator that
will benefit the City.
(F) Initiate contacts with developers and commercial/industrial realtors to provide these
individuals with updated information on Seabrook's available properties.
(G) Make regular and routing contacts with corporate officials in the Greater Houston
Metroplex to enlighten them on Seabrook's amenities including corporate retreats and
outings.
(H) Meet semi-annually with Seabrook's primary employers to discuss any issues of
importance to the company that either the City or the EDC II would need to interact or
respond.
(I) Recommend advertising expenditures and monitor results as appropriate. This would
include special events as well as regularly-placed ads to promote tourism.
(J) Contact on a monthly basis potential retail establishments including restaurants that
would be a profitable fit for Seabrook.
(K) Maintain a current inventory of available office space; available buildings; and available
sites for commercial/industrial use.
(L) Maintain, record and distribute minutes of all EDC II meetings.
(M) Provide quarterly updates to the City Council either in person or in writing to ensure the
council has a current understandinglknowledge of activities.
(N) Subscribe to Houston Business Journal advising Board of articles of interest to Seabrook.
(0) Make bi-monthly contacts to counterpart(s) in Galapagos (at a minimum) to sustain the
relationship and report status to Board of ongoing activities.
(P) Assist in the promotion of Seabrook events (when applicable) by contacting key allies
with area organizations such as the Houston Convention & Visitors Bureau; Clear Lake
Chamber of Commerce; Greater Houston Partnership, etc.

Responsibilities
The Economic Development Administrator will be responsible for ensuring the
committee's focus stays on track and that meetings are held regularly and are progressive.
The "EDA" will prepare the agenda and handle all follow-up activities. Reasonable
expectations within the first six months (after coming on board) are as follows:
(A) The fundinglhiring for the initial consulting firm to prepare the overview of the
project. This will involve the creation of an RFP that will be authorized by the City
Council before sending to prospective firms.
(B) The determination of the long term funding mechanism that will support the
project. This will coincide with the consultant's recommendations and take into
consideration a variety of financing alternatives including a bond issue; establishment of
a "TIF" and/or Municipal management District; and possibly an annual commitment
from the EDC.
(C) Following the initial phase, the "EDA" would then be responsible for the creation
of a second RFP which would involve locating a development firm that would actually
spearhead the initial construction and development plan.
(D) Should the "EDA" be able to accomplish (A-C) during this timeframe, keeping
the property owners and the City Council on board during this vulnerable period, any
reasonable person would have to consider the project a huge success.
We indicated to the business/property owners that we would reconvene in
January. This would be the perfect opportunity to introduce everyone to the new
Economic Development Administrator and provide a forum to discuss the next phase of
the planning process. What I have outlined above is very similar to the process Austin
implemented in the 1980's re its Town Lake Project. Bruce has copies (on loan) of their
final reports/studies from this process. At some point in the near future, Seabrook's City
Council is going to have to make a major financial commitment to this project in order to
ensure any chance of success. They should be made aware at the earliest opportunity that
the new Economic Development Administrator has been charged with this responsibility
as a major component of his /her work plan.
Process to Interview
Forward finalized job description including salary; benefits; with terms to
BAHEP; The Alliance; Greater Houston Partnership; Texas Economic Development
Council; and IEDC in Washington, D.C. (International Development Council). Also post
on Seabrook web site. Advise area economic developers of job opening including region
of Galveston; Conroe; and Beaumont. This will help to insure that the economic
development community is made aware of the position and should create interest for
anyone wanting to advance within the profession.
Positive attributes would include a proven progression of job performance;
possible certification; bi-lingual in Spanish; and peer testimonials. An individual desiring
to add accomplishments to his (her) resume' would be the ideal match. What will limit
responses (in my opinion) will be the one year commitment; however, in the greater
picture, this may locate a more aggressive individual who is unnerved by the uncertainty
of continuation in the position.
One ofthe better ways to measure performance is in (a) number of contacts made;
(b) number of actual prospect visits; (c) number of actual locations; (d) professionalism
of communications; and (e) attitude/ work ethic brought to the job on a daily basis. The
sixteen responsibilities outlined should all be factored significantly into the evaluation
equation. The person must profess to be a self-starter who is computer literate; can
handle multiple tasks; and is flexible enough to change schedules on short notice.
Hopefully, we will have 2-4 candidates to interview; however, this may be
difficult to achieve. If all else fails, I would seek or recruit a recent college graduate who
has majored in marketing; advertising; or communications. The University of
Mississippi (Hattiesburg) has a graduate program in economic development that has
produced some fine developers previously and is ongoing. December/ January are
excellent months for position changes typically.
