Call to order President Pat Muston called the La Porte Development Corporation Board meeting to order at 6:00 p.m. Members Present: Muston, Warren, Clausen, Woodard, Pizzitola and Engelken Members/Officers Absent: Tommy Moser Staff Present: City Manager Ron Bottoms, Assistant City Attorney Clark Askins, City Secretary Martha Gillett, Planning Director Tim Tietjens, Main Street Coordinator Stacey Osborne, and Finance Director Michael Dolby Others Present: Scott Polikov, Tobin Maples and Ed Matuszak. 2. Consider approval or other action of the October 5, 2009 minutes of the Regular Meeting of the La Porte Development Corporation Board of Directors - M. Gillett A motion was made by Board Member Engelken to approve the October 5, 2009 minutes of the Regular Meeting of the La Porte Development Corporation Board of Directors with a change showing Tommy Moser absent. Motion was seconded by Board Member Clausen. The motion carried. Ayes: Muston, Warren, Clausen, Woodard, Pizzitola and Engelken Nays: None Abstain: None Absent: Tommy Moser 3. Consider approval of a professional service contract with Gateway Planning Group for the implementation of the Sylvan Beach Implementation Initiative- R. Bottoms The Development Corporation Board of Directors discussed the approval of a professional service contract with Gateway Planning Group for the implementation of the Sylvan Beach Implementation Initiative. Scott Polikov provided a summary and recommendation to the board. A motion was made by Board Member Pizzitola to approve a professional service contract with Gateway Planning Group for the implementation of the Sylvan Beach Implementation Initiative with a 10% cap on expenses and the contract to be with the La Porte Development Corporation. The motion was seconded by Board Member Woodard. 4. Receive updates from city staff on following Projects - R. Bottoms City Manager Ron Bottoms reported on the following projects: o Sylvan Beach Shoreline Project o Town Plaza o Gateway Project o Restaurant Consultant for 912 W. Main St. o Main Street activities Mr. Bottoms and Stacy Osborne provided the board with the following updates: Sylvan Beach Shoreline Project - project is due to be completed in December. Town Plaza - scheduled to be completed in December. Gateway Project - project is out for bid and is to be awarded in December. Restaurant Consultant for 912 W. Main St. - had an open house last Wednesday and there was light attendance. Main Street activities - the Fall Back Festival was held in October. The coffee meetings are being continued. A newsletter goes out once a month. Staff is continuing to work with property owners and keep the lines of communications open. 5. Executive Session - pursuant to provision of the Open Meetings Law. Chapter 551 Texas Government Code, Sections 551-071 through 551.076, 551.087 (consultation with attorney, deliberation regarding real property, deliberation regarding prospective gift or donation, personnel matters, deliberation regarding security devices, or excluding a witness during examination of another witness in an investigation, deliberation regarding Economic Development Negotiations). There was no Executive Session. 6. Board Member Comments A. Matter appearing on agenda B. Inquiry of staff requiring a statement of specific factual information or a recitation of existing policy. 7. Several conceptual drawings were reviewed and the enclosed pictures represent Council's approval. Additionally, the Economic Alliance is providing $98,000 in grant money for the project. Subsequently, in December 2008, the La Porte Development Corp. and City Council approved the contract with Knudson, LP for design of the towers, parking lot/alley paving, building fas:ade improvements and associated site improvements/landscaping. Bids were opened on December 3,2009. Ten contractors submitted bids. The low bid of$657,530 was submitted by RAM Design-Build. The bid tabulation and Knudson's recommendation is enclosed. The estimated expenditures for this construction contract are: · Construction contract with RAM Design-Build · Contingency (10% of Construction) TOTAL $657,530.00 65.750.00 $723,280.00 The remaining unencumbered funds after this award are $116,186 which will be utilized for interior build out.
