Call to Order President Warren called the meeting to order at 5:03 p.m. Members of the La Porte Development Corporation Board present: Board members Engelken, Zemanek, Woodard and Ojeda. Absent: Mike Clausen and Vice President Pizzitola Members of City Executive Staff and City Employees Present: City Manager's Office: Ron Bottoms, Traci Leach and Stacey Osborne City Secretary's Office: Patrice Fogarty and Sharon Harris City Attorney: Clark Askins Finance: Michael Dolby Planning: Tim Tietjens, Julian Garza and Brian Sterling 2. Consider approval of Minutes of the La Porte Development Corporation Board Meeting held on February 7, 2011 — P. Fogarty Board member Engelken moved to approve the minutes as presented. Committee member Zemanek seconded. MOTION PASSED. Ayes: President Warren, Board members Zemanek, Engelken, Ojeda and Woodard Nays: None 3. Consider approval or other action of proposed amendment to La Porte Development Corporation Bylaws to require all purchases of $50,000.00 or more to be subject to state law bidding procedures — C. Askins Board member Engelken moved to approve amending the bylaws by adding a new Section 5.05 under Article V, of the Bylaws as presented. Board member Woodard seconded. MOTION PASSED. Ayes: President Warren, Board members Zemanek, Engelken, Ojeda and Woodard Nays: None 4. Public Hearing — Discuss Project to fund an enhancement grand program in the Main Street District and Main Street District Overlay and proposed expenditure of the La Porte Development Corporation funds in the amount of $200,000.00 — S. Osborne Page 1 of 3 March 7, 2011, La Porte Development Corporation Board Minutes President Warren opened the Public Hearing at 5:07 p.m. Economic Development Coordinator Stacey Osborne presented summary and recommendation and answered the Board questions. Public Input: None President Warren closed the Public Hearing at 5:12 p.m. 5. Consider approval or other action of a Project to fund an enhancement grand program in the Main Street District and Main Street District Overlay and proposed expenditure of the La Porte Development Corporation funds in the amount of $200,000.00 — S. Osborne Board member Zemanek moved to approve a Project to fund an enhancement grand program in the Main Street District and Main Street District Overlay and an expenditure of the La Porte Development Corporation funds in the amount of $200,000.00 as presented. Board member Engelken seconded. MOTION PASSED. Ayes: President Warren, Board members Zemanek, Engelken, Ojeda and Woodard Nays: None 6. President Warren closed the Special Called Regular Meeting and opened the Workshop Meeting at 5:13 p.m. A. Discuss a Low - Powered FM Radio Station in the City of La Porte and provide staff with direction — S. Osborne Board member Woodard discussed a Low - Powered FM Radio Station in the City of La Porte. The Board directed staff and the Assistant City Attorney to research if a promotional expense would be allowed by the Board. B. Discuss Proposed Way- Finding Signage locations for the City of La Porte and provide staff with direction — S. Osborne Economic Development Coordinator Stacey Osborne discussed Proposed Way- Finding Signage locations for the City of La Porte. The Board directed staff to research if there would be a possibility of blind spots at the location of signs. 7. President Warren closed the Workshop Meeting and reconvened Special Called Regular Meeting at 5:50 p.m. 8. Executive Session — pursuant to provision of the Open Meeting Law, Chapter 551, Texas Government Code, Sections 551.071 through 551.076, 551.087 (consultation with attorney, deliberation regarding real property, deliberation regarding prospective gift or donation, personnel matters, deliberation regarding security devices, or excluding a witness during examination of another witness in an investigation, deliberation regarding economic development negotiations) Page 2of3 March 7, 2011, La Porte Development Corporation Board Minutes 9. We presented several options for locations for the signage, and had a discussion about the costs associated with the designs the Board had selected from those presented by Landscape Architects Clark Condon & Associates. Estimated costs for the sign options we had presented earlier were approximately $25,000 per sign, which would total approximately $250,000 for all ten signs. The Board expressed the desire to see sign design options that were more within the approved budget for this project. This presentation shows some of those options, with estimated costs. If this direction is satisfactory for the Board, Staff will move forward with bidding the project out. While custom - designed for our City as the other options were, these options are attractive and will certainly serve the purpose of providing direction for visitors and residents. Staff recommends moving forward with this direction. The property on the West side was previously a Chevrolet Dealership, and that property is owned by the Jay Marks family. The property on the East side was previously a Ford Dealership, and is owned by Sonic Industries. Both dealerships are currently being marketed by the commercial real estate firm Cushman & Wakefield. To help with the discussion, this agenda item includes a map showing both tracts of land, as well as a marketing flyer for the property on the West side of the highway (the old Chevrolet dealership owned by the Jay Marks family). Several members of the Marks family will be present at the meeting to join in the discussion, as will John Littman and Kelly Parker from Cushman & Wakefield.
