CALL TO ORDER AND DETERMINATION OF A QUORUM The Board of Directors of the La Porte Redevelopment Authority, City of La Porte, Texas, held a meeting, open to the public, on the 14th day of August 2002,6:30 p.m. in Council Chambers at the City Hall, 604 West Fairmont Parkway, La Porte, Texas 77572-1115 and the roll was called of the duly appointed members of the Board, to wit: Peggy Antone Paul Larson Alton Porter Horace Leopard Norman S. Cook Lindsey Pfeiffer David Webb Chester Pool John Black Position 1 Position 2 Position 3 - Chairman Position 4 Position 5 Position 6 Position 7 Position 8 Position 9 and all of the above were present except Directors Antone, Webb, and Black, thus constituting a quorum. Also present at the meeting were John Joems and Melisa Lanclos. 2. ApPROVE MINUTES OF THE MEETING HELD MAY 15, 2002 Mr. Joems presented the budget and discussed maters related thereto. Upon a motion duly made by Director Leopard and being seconded by Director Cook, the board unanimously approved the minutes of the meeting held May 15,2002. 3. REVIEW AND CONSIDER APPROVAL OF FY 2002-2003 BUDGET Upon a motion duly made by Director Pool and being seconded by Director Pfeiffer, the board unanimously approved the FY 2002-2003 Budget. 4. ELECTION OF OFFICERS Upon a motion duly made by Director Pfeiffer and being seconded by Director Pool, the board voted unanimously to reappoint its slate of sitting officers, each to their same current positions. 5. REVIEW AGREEMENT BY AND BETWEEN THE CITY OF LA PORTE, TIRZ #1, AND THE LA PORTE REDEVELOPMENT AUTHORITY AND TIRZ GUIDELINES, DISCUSS PUBLIC IMPROVEMENT DISTRICTS (pm) Mr. Joems reviewed the agreement by and between the City of La Porte, TIRZ #1, and the La Porte Redevelopment Authority. Mr. Joems also provided TIRZ guidelines and discussed the structure and function of public improvement districts. Directors discussed their application to the La Porte area. 6. REVIEW LAND USE COMPONENT OF THE ZONE PROJECT PLAN AND CONSIDER RECOMMENDATIONS TO LA PORTE PLANNING AND ZONING COMMISSION Mr. Joems reviewed the land use component of the Project Plan and recommended that the Authority amend its land use plan regarding the west side of Highway 146 to coincide with zoning regulations embodied in the plan recently adopted by the city council. Regarding the east side of the Zone, Mr. Joems recommended that the Authority implement the land use component of the Project Plan via specific detailed land use recommendations to the Planning and Zoning Commission based upon the city's long-term land use plan. The Board took no action on this item. 7. REVIEW TAX INCREMENT REINVESTMENT ZONE GUIDELINES, DISCUSS POWERS OF THE ZONE (SECTION D - 1&2), ADDITIONAL LAND USE CONTROLS AND CURRENT LAND USE REGULATIONS AND ZONING ORDINANCE REGULATIONS Mr. Joems reviewed tax increment reinvestment guidelines with regard to additional land use controls such as restrictions on density, setbacks, architectural standards, building heights, etc. The Board took no action on this item. 8. STAFF UPDATES Mr. Joems reported that Civil Tech had acquired plans and maps from the city, met with Harris County Flood Control District, and had completed GIS overlays for the Taylor Bayou Watershed Drainage Study. Mr. Joems reported that Civil Tech was preparing to begin runoff and detention storage modeling. Mr. Joems also addressed funds advanced to the Authority by the City of La Porte and committed to bring the issue before the City Council at upcoming budget meetings. Mr. Joems also reported that development activity within the TIRZ included one company interested in purchasing large tracts ofland for the purpose of building high-end housing and had expressed interest in participation from the Zone. 9. OTHER MATTERS WHICH MAY PRO PERL Y COME BEFORE THE BOARD Mr. Joems reported that the County had agreed to take over the Fairmont Parkway Overpass project and that contracts with the state would provide access to $4 million in federal funds. However, work could not begin until the County had a guarantor against cost overruns, and to date no entity had committed to serving as that guarantor. 10. D SIGNED'~~~ ATIEST, - ~ TITLE ~l'M.c"'- TITLE ~LP .5.J..f'JUi.tlt9- DATE N\a.J'~U~ 2J;pCl53 DATE 3/~/C>3 ITEM 3 Taylor Bayou Watershed Master Drainage Plan 1.0 EXECUTIVE SUMMARY A Master Drainage Plan was developed for the Tax Increment Reinvestment Zone #1 (TIRZ) and areas contributing to the Taylor Bayou watershed within the City of La Porte. This master drainage plan addresses mitigation and drainage infrastructure requirements and consists of a complete impact analysis for the ultimate development of the TIRZ. A detailed watershed analysis was performed using HEC-l computer models. .The impact analysis concluded that the proposed development of the TIRZ would increase peak flows in Taylor Bayou at the confluence of Taylor Bayou (HCFC Unit Al04-00-00) and its unnamed tributary (HCFC Unit A104-l2-01) by 1,200 cfs. A detailed mitigation analysis was performed using PONDP ACK pond routing analysis. The routing analysis concluded that approximately 339 ac-ft of detention mitigation would be required to offset the increase in peak flows due to the TIRZ development. The drainage analysis determined that three separate detention ponds and two waterway corridors totaling about 53 acres in size will provide the necessary detention volume. This study also investigated the hydraulic capacity of proposed channel improvements within the TIRZ. The hydraulic analysis was performed using Manning's Equation and calculating the normal depth of the proposed channels at ultimate conditions. Waterway corridors were also proposed within the TIRZ to provide additional detention and conveyance. Since the waterway corridors were sized primarily for additional detention volume, a hydraulic analysis of the waterway corridors was not necessary. The estimated construction cost of the proposed improvements associated with the master drainage plan is $10,759,020 including a 20 percent contingency. 2.0 INTRODUCTION The City of La Porte identified the need to prepare a Master Drainage Plan (MDP) for the Taylor Bayou Watershed to accommodate the planned future development within the Tax Increment Reinvestment Zone #1 (TIRZ). The MDP would analyze the existing development and associated drainage facilities within the TIRZ and identify the additional drainage infrastructure requirements and the detention facilities needed to serve planned future development within its boundary limits and other contributing areas. The general planning objectives for this study are noted as follows: CivilT ech Engineering, Inc. 1 Taylor Bayou Watershed Master Drainage Plan . Evaluate downstream conditions and increased runoff from planned future development. . Reduce the risk of flooding and drainage problems from planned future development in the watershed · Identify regional flood reduction measures such as channels, detention ponds, new bridges/culvert structures, storm sewer systems, or other stormwater management activities that will serve the future drainage needs in the watershed. · Coordinate closely with the City of La Porte and Harris County to accommodate the drainage needs for future roadway projects within the watershed. · Consider multi-use opportunities such as parks and trails within the recommended flood control measures. This MDP presents a technical analysis of the potential impacts to Taylor Bayou (HCFC Unit AI04-00-00) from the development of the TIRZ and the Taylor Bayou Watershed within the City of La Porte. This report also presents an analysis of the required detention facilities to mitigate the potential impacts. 2.1 Project Location This MDP is for the TIRZ within the Taylor Bayou Watershed within the City of La Porte. The limits of the improvements associated with this report are generally within the TIRZ Boundary and are confined by the Southern Pacific Railroad on the west, Fairmont Parkway to the north, Old SH 146 to the east, and extends south of McCabe. The TIRZ Boundary is shown on Exhibit 1. 2.2 Authorization The City of La Porte authorized CivilTech Engineering, Inc. to perform a drainage plan for the Taylor Bayou Watershed as part of the Standard Form of Agreement between the Owner and Engineer for the Studv and Report Phase Professional Services executed May 20, 2002. This work authorization was approved by City of La Porte Ordinance No. 2002-2555 and was assigned City of La Porte Project Number 826. The preliminary construction cost estimate is provided below in Table 14. The summaries of findings are as follows: 1. The hydrologic analysis revealed that 308.6 ac-ft of detention would be required to mitigate fully developed conditions. 2. The proposed detention facilities will total approximately 422.1 ac-ft. 3. The detailed routing analysis revealed that 338.7 ac-ft of detention would be required to mitigate fully developed conditions. 4. Three detention ponds and two waterway corridors are proposed to mitigate the increase in runoff. 5. Two new channels are proposed and improvements to Al 04-12-0 1 are proposed to convey the 100-year peak flow to the detention facilities. The proposed channels will be trapezoidal channels with 10 foot bottom widths, 3:1 side slopes and will range in depth between 6 and 8 feet. 6. The project will require 107.7 acres to accommodate all the proposed improvements associated with the drainage plan. 7. The total estimated construction cost for the proposed drainage improvements is approximately $10,759,020 which includes a 20 percent contingency.
