The meeting was called to order at 3:OS pm by Bill Manning, Chairperson. 2. ROLL CALL Each member of the committeesigned in. Member of the Committee Present: Nick Finan, Wayne Sabo, Crystal Scott, Deborah Johnson, Paul Berner, Gloria I:air, Pat Muston, Bill Manning, Doug Martin, and Bobby Schlenk ~ ' Members of the Committee Absent: Vicky Campise 3. CONSIDER APPROVAL O_ R OTHER ACTION OF THE MARCH"22 MAIN STREET COMMITTEE MINUTES - - • Tlie~Committee approved the minutes of the March 22 Main Street Committee meeting. 4. REVIEW MEMBER INFORMATION LIST The committee reviewed and made corrections to the member information.list. The committee completed the Public Disclosure .form. ~' 5. REVIEW AND DISCUSS LETTER SENT TO THE MAIN STREET DISTRICT OWNERS, - ETC. DATED MARCH 26, 2004. Nick Finan explained the~process to~deterrnine if there is a need to change the zoning district and the Planning and Zoning Commission public hearing. 6. DISCUSS VISION FOR MAIN STREET • The committee discussed various ideas that could be incorporated in the Main Street area. 7. DISCUSS OUTLINE FOR PROCESS ON DEVELOPING MAIN STREET DISTRICT Nick Finan overviewed the process on developing a Main Street District 8. ASSIGN TASKS FOR NEXT MEETING The committee requested information on General Commercial regulations, Neighborhood Commercial regulations, .and a list of Industrial activities. 12. ADJOURNMENT • The meeting adjourned at 4:51 ~ pm. • The next meeting will be Apri119 at 2:OO~p.m~. • Planning and Zoning Commission Comments During: Main Street District Public Hearing April 15, 2004 - No setbacks. Limit storage. No containers on streets. Upstairs studio. - Resident of Block 55 - 600 Block (EI Toro) for preservation, 400 to Broadway; 600 to 1461ess control. Use of grant funds to restore historical buildings. City shouldn't tell property owners what can/can't be done. - Relax setback. Allow tin buildings. - Parking is an issue. How will plans impact rental properties at 3`d and 8d' Streets? Relax setbacks. - Opposes District. Favors cleaning up properties. Remove setbacks. Find parking in area. Fix sidewalks, street sweeping, and drainage on 2nd St. Lighten up on zoning. - Enough rules and regulations. Drainage problems; dig out trench. Doesn't want to be told how to do buildings. - Parking is problem (need alley), but none available. Too strict. - Parking is problem. Sidewalks. Awnings give character. No more rules and regulations. - Want less regulation. Committee to move forward to take down "fences°. Would like to see a positive approach of working together. - Relax regulations. Not many new businesses. Shell alleys -City doesn't maintain or cover. Lights in alley. Mow grass. Need ordinance to protect District from City and staff. - Need more communication with owners on Main St. Place Main Street Committee minutes on website. - Opposed to regulations. Should not make all buildings look similar. - Historian for Main Street Association willing to offer pictures. - Premature to ask for "in favor" or "against." Committee will be good. Construct parking where building burned. Need City, County, 8 State to get together. Control activity and building types. - Expanded business, despite regulations. Sign regulations. Need to spread wont that La Porte is a great place to live, shop, and work. Positive approach. - Not sure if "for" or "against."
