Minutes of the Regular Meeting
of the Main Street Committee
Jurie 7, 2004
CALL TO ORDER
The meeting was called to order by Bill Manning, Chairperson.
2.. ROLL CALL
Members of the Committee Present: Nick Finan, Debra Dye, Brenda Brown, Bill Manning,
Doug Martin, Paul Berner, Pat Muston, Deborah Johnson and Bobby Schlenk.
3. CONSIDER APPROVAL OR OTHER ACTION OF THE MAY 3, 2004 MAIN STREET
COMMITTEE MINUTES
Minutes were approved with Doug Martin making the motion and Pat Muston seconding the
motion.
4. DISCUSS VISIONING OF JUNE 7, 2004 MEETING
A. RECAP ISSUES, CONCERNS, DESIRES FROM LAST MEETING
Charles Boyle, a citizen in attendance, requested an opportunity to speak out. He
would like the district to include residential on Main St. He would also like the city
to deregulate all of Main St. Chairman Manning had the committee review the
boundary map, which was prepared from the last meeting. Chairman Manning
requested a vote on the boundary as presented. It passed 6-1 with Bobby Schlenk
opposing. Nick Finan reviewed the recommendations of the last meeting (see
Meeting Notes of May 17 attached). There was general agreement as to what was
presented.
B. CONTINUE LISTING ISSUES, CONCERNS, DESIRES
The committee then reviewed four additional items: parking, sidewalks, height
limitations and architectural controls. The committee was charged with considering
the discussion and being prepared to make decisions on the options and vote on
recommendation. (See Meeting Notes of June 7 attached.)
5. DISCUSS SETTING A PUBLIC HEARING
This item was delayed until the next meeting.
6. DISCUSS HOW TO PREPARE FOR PRESENTAIONS
This item was delayed until the next meeting.
7. STAFF REPORT ON MORATORIUM AND REQUESTS
Staff presented a memo on a request for an exception to the moratorium by Harold Carroll for
115 Main St. The committee was informed that staff was not making any recommendation
since the Main Street District has not discussed the related item with respect to district
regulations.
8. ASSIGN TASKS FOR NEXT MEETING
Debra Dye was requested to gather infonmation from communities with historic downtowns
regarding parking and architectural controls.
