THE CITY OF LA PORTE MEET & CONFER COMMITTEE MET THE 221ld DAY
OF JANUARY, 2009, 2:00 P.M. AT CITY HALL, COUNCIL CHAMBERS, 604 WEST
FAIRMONT PARKWA Y, LA PORTE, TEXAS.
1. CALL TO ORDER
The meeting was called to order at approximately 2: 1 0 p.m.
2. MEMBERS FROM THE CITY OF LA PORTE AND THE LA PORTE POLICE
OFFICERS ASSOCIATION (LPPOA) IN ATTENDANCE
Ron Bottoms, City Manager
Ken Adcox, Chief of Police

3. MINUTES FROM MAY 7, 2008 WERE APPROVED.
4. DISCUSS ITEMS PROPOSED BY THE LA PORTE POLICE ASSOCIATION
a) At previous meeting, the LPPOA requested the City to be address
certificate pay, education pay, longevity pay, schedules, sick time
incentive, comp time, procedures/practices, and an association hour
pool.
5. REVIEW OF ITEMS COVERED IN AN AGREEMENT MADE BY THE CITY
OF LA PORTE
a) Chief Adcox reviewed items covered in a proposed agreement that the
City has drafted based on LPPOA requests and City requests:
1. Wages - Goal is fair and competitive wages using market
approach.
2. Incentive Pay - Leave at current rates and adjust to get both
education and certificate pay as a way for the City to encourage
education.
3. Education Requirement - 30 college hours within the first 3
years (it was noted that the Police Academy does provide for
some of those college credit hours); 60 college hours for
promotion.
4. Sick Leave - Looking at incentive for non-use; and
implementation of a no-fault abuse of leave policy.
5. Physical Fitness - Test required for employment; new hires will
require annual physical fitness test; upon implementation have a
grace period then everyone will be required and will receive an
incentive (ribbon, etc.)
6. Hiring Preemptions - Allow City to hire laterally for pay
purposes only; allow City to disregard current maximum age
limit of 45 for hiring.
7. Hearings/Arbitrations - Any cost in relation to contract will be
split between the City and the LPPOA equally (50/50).
8. Wages - Step increases will be performance based; anyone
receiving a below competent rating will not receive a raise.
b) Mr. Bottoms indicated that he believes the goals of the LPPOA and CITY
are common. He indicated that it appears the City is playing "catch up" with the
market again and that salaries will be looked at annually. The most significant
group that are behind now are starting officers. However, the entire department
should see some increase.
